LAKE ELMO CITY COUNCIL MINUTES MAY 7, 1991 PAGE 10 <br />M/S/P Williams/Dick Johnson - to appoint Bruce Weeks as Second <br />Alternate to the Planning Commission. (Motion carried 3-2: Dave <br />Johnson: Even though Mr. Weeks is well qualified, he felt Ray Salus <br />would bring to the PZ long years of residency and intimate knowledge <br />of our city; Mottaz). <br />B. LMC Accident Coverage for Volunteers <br />The League of Minnesota Cities is offering Accident Coverage for City <br />volunteers. The cost of this coverage would be $.10 per capita or <br />$618.90. The City did not budget for this item. <br />M/S/P Dick Johnson/Williams - to budget for this LMC accident coverage <br />for volunteers to begin in the 1992 budget cycle. (Motion carried <br />5-0). <br />C. 1991 Recycling Contract with Washington County <br />M/S/P Hunt/Williams - to approve the 1991 Recycling Contract with <br />Washington County. (Motion carried 5-0). <br />D. Update on Hammes Property Clean-up <br />Jim McNamara reported that May 1st marked the deadline of the first <br />phase of the Hammes property cleanup at 10112 10th St. N. (Phase 1 <br />was the removal of all vehicles unlicensed and/or inoperable by May 1, <br />1991). Eighteen vehicles have been properly removed, but the majority <br />still remained on the property. <br />Dorothy Lyons stated it was in January when the Council made their <br />inspection and developed the time schedule for removal of items in <br />violation. Dorothy explained they have tried to remove the vehicles, <br />but they were frozen in the ground. In the Spring they tried to dig <br />them out. Dorothy felt they have made a good effort in removing the <br />vehicles. <br />The City Administrator noted the City has recently received complaints <br />of additional equipment and junk that have been brought into the <br />Hammes property. The Council reminded the Hammes family that they have <br />a CUP for a mining business and not a permit to have a salvage yard. <br />Bill Hammes asked for an extension to June 1st for completion of the <br />first phase, but noted they wanted to keep some old collectibles. <br />The Council clearly stated they are determined to get a resolution to <br />this matter. If the removal of the vehicles are not completed by the <br />June 4th meeting, the City would commence a civil suit, which alledges <br />the property a public nuisance, and would request authority from the <br />court to allow the city to clean it up and assess the cost against the <br />property. <br />M/S/P Williams/Hunt - to approve an extension of 30-days (June 1st) <br />for the removal of vehicles on the Hammes property with an update <br />report by Jim McNamara at the first Council meeting in June. (Motion <br />carried 5-0). <br />
