LAKE ELMO CITY COUNCIL MINUTES JUNE 4, 1991 PAGE 5 <br />A. Award of bid for Watermain Construction: <br />Resolution No. 91-19 <br />M/S/P Dick Johnson/Williams - to adopt Resolution No. 91-19, accepting <br />bid for construction of the SW-1 Watermain Project, exclusive of well <br />abandonment, to Kenko, Inc. in the amount of $675,331.13. (Motion <br />carried 5-0). <br />B. Award of bid. for Well Abandonment: Resolution No. 91-2.0. <br />M/S/P Dick Johnson/Hunt - to adopt Resolution No. 91-20, accepting bid <br />for SW-1 well abandonment relating to SW-1 watermain project to Keyes <br />Well Drilling in the amount of $49,941.00. (notion carried 5-0). <br />C. Amended Contract with Washington and Ramsey Counties <br />The Council received an amended contract from the Counties. <br />Discussion followed on the County's method of billing not obligating <br />the city in such a manner that they have to pay out-of-pocket expenses <br />before being reimbursed by the County. <br />M/S/P Williams/Dave Johnson - to postpone consideration of contract <br />amendment until the June 18th Council meeting and direct the City <br />Attorney and City Engineer to develop the proper wording to avoid the <br />city having to pay out-of-pocket contractor's fees before getting <br />reimbursed by the County. (Motion carried 5-0). <br />9. VALLEY BRANCH WATERSHED DISTRICT: <br />Discussion with Managers and Engineer <br />Al Dornfeld, President of VBWD, reported the Oakdale Water Management <br />Plan has been submitted to the VBWD, and they have 60 days to review <br />and respond to the Plan. Concerns discussed included the fact that the <br />Plan shows that water will go thru two outlets into Olson Lake from <br />Oakdale and water coming across Mr. Winkel's property has done damage <br />to his beach. An agreement for restoration is being worked on and <br />restoration is being paid by Oakdale, Carl Peterson, the developer, <br />and Barr Engineering. <br />The Council recommended the VBWD implement a district policy that the <br />surface water management plan of any community within the watershed <br />district be submitted to the adjoining communities for their comments. <br />Councilman Williams noted for the record, historically, no water from <br />that area ran into Olson Lake above ground, but Oakdale's plan calls <br />for water from that area to flow into Olson Lake. The VBWD rules <br />states that no more than 1% increase in water rate shall occur. <br />Therefore, Oakdale's plan is not in conformance with that rule. <br />Williams added, "until this comment has been refuted., I call upon the <br />VBWD to enforce the 1% rate rule" <br />Al Dornfeld will co-ordinate a meeting between Dick Johnson, Lake <br />Elmo's representative, VBWD, and Oakdale to discuss the options with <br />VBWD and City of Oakdale for solving potential problems from any <br />development in Oakdale for water overflow into Olson Lake or the <br />
