LAKE ELMO CITY COUNCIL MINUTES JUNE 4, 1991 PAGE 8 <br />M/S/P Hunt/Williams - to accept the offer from Dayton Development, as <br />recommended by the Parks Commission, for the 30 foot easement on the <br />rear of the properties fronting the south side of 15th Street between <br />Co. Rd. 13 and Co. Rd. 19 for non -motorized access to the entrance to <br />the Lake Elmo Regional Park Reserve. (Motion carried 5-0). <br />E. Parks Commission Recommendation <br />At the direction of the Council, the Parks Commission discussed <br />DeMontreville Park and concurred that the identification signs be put <br />up, a six car parking area be paved at the time Hytrail is overlaid, <br />posts be placed at each corner of the park, but held off on a <br />recommendation for the placement of posts at 500 foot intervals until <br />such time as a survey was provided.. <br />M/S/P Mottaz/Hunt - based on the Parks Commission's recommendation, <br />the Parks & Rec. Dept. be authorized to do the following with expenses <br />taken out of the $37,000 Park Development Fund. <br />(1) Construct two signs of similar design and construction as in <br />other parks in the Lake Elmo system. These signs should include the <br />name of the ,park, i.e., Demontreville Park, a wildlife park. One <br />should be installed at the south and one at the north entrance. <br />(2) Find. survey. The boundaries of the park should be marked with <br />green treated 4x4's with the words "Lake Elmo Park" noted on each post <br />installed at each corner plus each 500' between corner posts. If <br />possible, consider ,posts made out of post consumer recycled plastic. <br />(3) At the north entrance of the park, construct a bituminous <br />surfaced, six car, off-street .parking area to be done in conjunction <br />with the overlay contract of Hytrail Avenue. <br />(4) A fence be constructed around the open area of the north <br />entrance to discourage entrance to the park by motorized vehicles. <br />(Motion carried 5-0). <br />F. Update on Hammes Property <br />Jim McNamara reported, as of May 31st, 1991, he has not received any <br />additional receipts from Bill Hammes concerning the removal of junk <br />vehicles. On Tuesday, May 29th, the severe storm that went through <br />the area (lid. considerable damage to the Hammes' property. <br />M/S/P Williams/Mottaz - the May 31st deadline be extended to June 30th <br />to clean up storm damage as well as make progress on removal of junk <br />vehicles and request the Building Official provide the Council at <br />their next meeting with a revised clean-up schedule. (Motion carried <br />5-0). <br />
