LAKE ELMO CITY COUNCIL MINUTES DECEMBER 17, 1991 4 <br />E. Recommendation from Planning Commission on Hidden <br />Valley (Oakdale Dev.) <br />The City Council accepted the PZ's comments regarding the Hidden <br />Valley housing development proposal in Oakdale as follows: There <br />is not a "park" in the plan, the units appear to be too dense, <br />the design goes over wetlands, poor road design, homes are <br />planned to be built over gas lines, the entrance onto Highway 36 <br />is too dangerous, there is a concern of run off into Olson Lake, <br />what will the impact be on the school districts and will there be <br />an EAW requested. <br />M/S/P Williams/Mottaz - to direct the city staff to write a <br />letter to the Oakdale City Council and the Metropolitan Council <br />conveying our concerns about this development as presented in the <br />PZ's discussion of December 9, 1991. (Motion carried 4-0). <br />F. MUSA Extension Update <br />The Met Council has scheduled a meeting for January 3rd, 9:00 <br />a.m., with Oakdale, Woodbury and Lake Elmo to discuss interim <br />options for treatment of waste from these three communities. <br />M/S/P Mottaz/Mayor Johnson - to grant a 30-day extension of the <br />MUSA consideration by the Met Council, and join with the Met <br />Council, Woodbury, and Oakdale at the January 3rd meeting and to <br />schedule a meeting for January 4th, after the Hammes walk-thru, <br />to prioritize and work on Old Business items, with rezoning the <br />city according to our FLUMap as top priority. (Motion carried 4- <br />0). <br />Councilman Williams explained he voted in favor of this motion; <br />however, he did not intend to vote for the comp plan amendment <br />until the rezoning of the City according to our FLUMap has been <br />dealt with to his satisfaction. <br />6. CITY ENGINEER'S REPORT: <br />A. SW-1 Watermain, Partial Payment #2, <br />Keys Well Drilling (Continued from 12/3/91) <br />City Engineer, Tom Prew, recommended that the Council authorize <br />partial payment #2 to Keys Well Drilling for work completed to - <br />date on the SW-1 watermain. <br />M/S/P Williams/Dick Johnson - to authorize Partial Payment #2 to <br />Keys Well Drilling in the amount of $3,044.00; contingent upon <br />the receipt of funds from Washington County to cover this <br />payment. (Motion carried 4-0). <br />
