LAKE ELMO CITY COUNCIL MINUTES DECEMBER 17, 1991 6 <br />1 Councilman Mottaz proposed the city staff receive a 3% pay <br />increase for 1992 and this money ($8,900) be taken out of the <br />$17,000 that is in the landfill fund based on the fact this would <br />be a justifiable use of this money because the entire city staff <br />contributes a great deal to the landfill fight. Mottaz will make <br />such a motion at the January 7th council meeting. <br />Councilman Williams asked the City Attorney to look at the <br />restrictions on the use of landfill funds. <br />9. CITY ADMINISTRATOR'S REPORT: <br />A. Ordinance No. 8061, Liquor Ordinance Amendment & <br />Summary of Ordinance <br />M/S/P Williams/Dick Johnson - to adopt Ordinance 8061, as <br />amended, an Ordinance relating to Section 1201 regulations of <br />Liquor within the City of Lake Elmo. (Motion carried 4-0). <br />M/S/P Williams/Mayor Johnson - to adopt and publish the Summary <br />of Ordinance 8061, as amended, relating to liquor within the City <br />of Lake Elmo. (Motion carried 4-0). <br />B. Request from Guardian Angels Church for a one -day <br />non -intoxicating <br />Guardian Angels Church has applied for a non -intoxicating malt <br />liquor license for one day, December 31, 1991. The Church has <br />provided the required insurance certificate and the Sheriff's <br />Department has signed off with their approval. <br />M/S/P Dick Johnson/Williams - to grant a one -day on -sale non - <br />intoxicating malt liquor license to Guardian Angels Church for <br />Tuesday, December 31, 1991. (Motion carried 4-0). <br />C. Ordinance No. 8029, Solid Waste, (Continued from 12-3-91) <br />On April 17, 1990, the City adopted a solid waste ordinance, but <br />it was never published. A summary of the ordinance outlined the <br />changes that were made to the existing ordinance. <br />M/S/P Williams/Mottaz - to adopt and publish the Summary of <br />Ordinance 8029 relating to solid waste and solid waste disposal. <br />(Motion carried 4-0). <br />D. Ordinance No. 8060, Lot Consolidation <br />M/S/P Dick Johnson/Williams - to adopt Ordinance No. 8060, as <br />amended, adding Section 401.040 II and Section 401.045, the <br />contents of said ordinance made part of this motion by reference, <br />to the Lake Elmo Municipal Code. (Motion carried 4-0). <br />
