LAKE ELMO CITY COUNCIL MINUTES DECEMBER 3, 1991 3 <br />Councilman Johnson: I want to make sure the line of communication <br />continues between Cimarron and the City and ask that all test <br />results be sent to the City Administrator. Mike Sieke responded <br />that we could ask, but their contract was with the park and they <br />make the information available to the park so it is up to them. <br />Dan Krawczyk answered that he would not have any problem with <br />this request. <br />The Attorney for Cimarron stated he had prepared a letter <br />regarding what the relationship is between the city and the park <br />specifically on this issue. <br />Councilman Mottaz suggested developing a committee that would <br />look into all aspects of the park that deal with the health, <br />safety and welfare of the residents of Cimarron and work with the <br />professional experts to try to develop a better understanding of <br />the relationship of the park management, residents, city, etc. <br />Fran Pott agreed to chair such a committee. <br />The Council agreed that such a committee was desirable and a <br />charter would be developed. <br />A cimarron resident asked that the same news media that presented <br />this water problem to their readers now acknowledge the solution <br />to this problem. The Attorney added that when we get the reports <br />from the state they were planning to distribute these to the <br />Pioneer Press and the Star & Tribune. <br />Septic Tank Manhole: <br />Barry Weeks asked about the status of the Septic Ordinance <br />regarding manhole covers. <br />Dave Gustafson, Univ. of MN on -site sewage specialist, stated, in <br />general, in cleaning on site systems you need to go thru the <br />manhole to get the job done. <br />Tom Palecek, Pinky's Sewer Service, explained that all the newer <br />tanks, from 1975 on, have manhole covers but no one has made the <br />people aware of it or brought them to the top. <br />Councilman Mottaz noted this entire process should not be a <br />financial burden. A ring costs $20 which include the sealing <br />tape and an hour job. <br />Shirley McMaster, Lake Elmo resident, asked if it is only a half <br />hour job why can't I find the manhole every time I need the <br />system pumped since it is only 12 inches below grade. <br />Tom Palecek stated if these residents are willing to dig the <br />manholes up, there's nothing wrong with that. <br />Dave Gustafson will provide a slide presentation on on -site <br />septic systems at a January Council meeting. <br />
