LAKE ELMO CITY COUNCIL MINUTES DECEMBER 3, 1991 4 <br />OTHER: <br />Margaret Carlson noted that Councilman Mottaz stated at the last <br />Town Meeting and at the October 1st Council meeting that the City <br />has spent over $100,000 in detachment fees when the correct <br />amount is $52,500. <br />In regard to the Stonegate rezoning, the action initiated by <br />Mayor Johnson and Councilman Mottaz has cost the City $1700 to - <br />date plus $2000 in court ordered attorney fees to be paid and any <br />coming fees from our city attorney, plus any additional fines <br />levied for non-compliance. Carlson voiced her regrets that her <br />tax dollars are being spent in such a frivolous manner. A better <br />use would be to give the city staff a well -deserved increase in <br />salary or put toward recycling efforts. She urged Mayor Johnson <br />and Councilman Mottaz to vote for approval of this rezoning and <br />bring the city into compliance with the law and avoid any future <br />legal fees by the city. <br />Carlson voiced her alarm on the action taken by Mayor <br />Johnson and Councilman Mottaz against adopting the 1991 <br />Comprehensive Plan. She urged them to adopt the resolution to <br />approve the 1991 Lake Elmo Comprehensive Plan. <br />Councilman Williams commented on the erroneous statement made by <br />Councilman Mottaz regarding the amount of money ($100,000) the <br />city spent to fight the detachment/annexation proceedings of <br />Section 32/33 at the October 1st meeting and the Town Meeting. <br />Councilman Mottaz claims he got the figure from Marilyn, but this <br />is not correct because the total figure I received from Marilyn <br />is $52,591.54. <br />5. PARKS AND OPEN SPACE: <br />Discussion with DNR reps regarding access to Munger Trail <br />through DeMontreville Park <br />Larry Killien, DNR, indicated the proposal of providing access to <br />Munger Trail thru Demontreville Park was discussed with the Parks <br />Commission who voted in favor of accepting this extension. If <br />there is a problem from the cul-de-sac or from the trail into the <br />park, a maintenance barrier could be designed to come up to the <br />connection. <br />Councilmen Mottaz and Williams voiced their concern on limiting <br />the access to proper uses and wanted to make sure if there is <br />some agreement between the city and DNR that the city can install <br />barriers at any time. <br />M/S/P Dick Johnson/Mayor Johnson - to approve the concept of the <br />access to Munger Trail thru DeMontreville Park; subject to review <br />of the final plans.
