LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 1992 11 <br />D. Cardozo Claim <br />The Council asked the staff to look into why the Council <br />turned down insurance coverage for volunteers. <br />Based on the City Attorney's investigation, Filla reported <br />it would be difficult to find a basis on which to argue that <br />this person was doing work within the scope of employment or <br />was authorized by the city as a volunteer and the city was <br />not as responsible for the accident of the fallen tree. <br />M/S/P Mottaz/Dick Johnson - to direct the City Attorney to <br />write a letter to Ted Cardozo indicating that the city has <br />checked its insurance carriers for various coverages. They <br />have indicated there is no coverage based upon the facts of <br />this case the city is not able to offer any type of payment <br />on behalf of his expenses. (Motion carried 4-0). <br />The Park Commission would like to follow the lead of <br />Washington and Ramsey Counties and ban mountain bikes in the <br />parks. There has been considerable damage done by mountain <br />bikes in Sunfish Park and DeMontreville Wildlife Park. <br />M/S/P Dick Johnson/Williams - to direct the city staff to <br />prepare an ordinance banning use of bicycles in Sunfish Park <br />and DeMontreville Wildlife Park. (Motion carried 3-1: Mayor <br />Johnson: They don't make much noise and we should allow <br />bicycles for use in viewing these nature parks) <br />The Council gave the Parks Supervisor permission to post <br />signs prohibiting bicycles in these parks before the <br />ordinance was adopted. <br />9. City of Lake St. Croix Beach <br />Letter of Support for LCMR Funds <br />Police Protection Contract <br />M/S/P Williams/Dick Johnson - to direct the City <br />Administrator to draft a letter to be sent to all members of <br />the LMCR indicating Lake Elmo's support of the efforts by <br />Lake St. Croix Beach receiving funds to improve or enhance <br />the Lake St. Croix Shoreland Park and Bike/Walk Trail. <br />(Motion carried 4-0). <br />The Council asked the City Administrator to contact Mr. <br />Jansen indicating the city's interest to get together with <br />other communities to discuss cost issues for Police <br />Protection with Washington County. <br />
