LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 1992 7 <br />Jim Peterson said he couldn't make the demonstration, but <br />felt the radius dimension had to be something the City could <br />live with. The standard cul-de-sac spec is 120' right-of- <br />way and 100' of pavement. If you are talking about a 250' <br />radius or anything larger, he would have to redraw the <br />entire plat. If that is the case, he would rather pay the <br />city and not talk about islands. <br />Landscape Plan: <br />M/S/P Hunt/Dick Johnson - to accept the landscape plan for <br />Stonegate as presented at the last Council meeting. (Motion <br />carried 5-0). <br />M/S/P Williams/Hunt - to approve the Final Plat for <br />Stonegate; subject to preparation of a developer's agreement <br />that includes a paragraph requiring the developer to prepare <br />restrictive covenants to include a statement on the <br />character of adjoining uses for review prior to the <br />recording, specifications for park dedication requirements, <br />subject to incorporating the actions taken by the Council in <br />regard to landscaping street design, street easement for <br />Phase II, dimensions for the cul-de-sac islands with the <br />stipulation that the staff develop a final resolution <br />containing all Findings of Fact. (Motion carried 3-2: <br />Mottaz: (See Appendix A), Mayor Johnson: He considers this a <br />protest vote and felt strongly about the position Councilman <br />Mottaz has stated.) <br />B. Fox Fire Manor <br />M/S/P Dick Johnson/Hunt - that 55th Street in Fox Fire Manor <br />development be allowed to develop in stages as long as an <br />easement is granted to the City through to Keats Avenue. <br />(Motion carried 5-0). <br />C. Access to Gateway Trail thru DeMontreville Park <br />Parks Supervisor Mike Bouthilet reported that the Parks <br />Commission recommended approval of the access to the Gateway <br />Trail thru DeMontreville Park. <br />If problems were to occur, the council wanted the ability to <br />close that access in the future. Bouthilet pointed out that <br />the DNR representative had stated the city could control the <br />access by any type of barrier on city property. <br />M/S/P Dick Johnson/Mottaz - to approve the access to Gateway <br />Trail thru DeMontreville Park conditioned upon: the DNR <br />improvement is on their property and does not encroach on <br />DeMontreville Park; and the city of Lake Elmo reserves the <br />right to close -off the access, on their own determination, <br />if DeMontreville Park is abused. (Motion carried 4-0), <br />
