LAKE ELMO CITY COUNCIL MINUTES APRIL 21, 1992 9 <br />Mayor Johnson responded that when you say the taxpayer of <br />Lake Elmo, you talk about Dick and Dave Johnson paying <br />property taxes, picking up something for a development that <br />requires sanitary sewer that he won't pick up himself. The <br />point being made by myself and Mike Black relates to this. <br />The MWCC stated that they foresee no capacity problems until <br />earliest the year 2005. If the brightest development <br />scenario goes forward, then by the year 2005 there will have <br />to be downstream improvements made to facilitate further <br />development in our MUSA area. What we said is if we have <br />that kind of development that would increase the demand on <br />that capacity, that development would pay for that increase <br />capacity requirement. This is accomplished through the City <br />of Lake Elmo. We stated we are not asking them to make any <br />up front improvements in downstream capacity, Downstream <br />capacity would only have to be improved if we had <br />developments that exceeded the capacity requirements that we <br />had indicated. We weren't committing the City to anything <br />and we weren't asking the State or Metro governments to <br />commit to anything. <br />If after Thurs., it is decided the Met Council is not going <br />to approve the MUSA extension, Mottaz suggested that at the <br />next meeting the Council should come up with a resolution <br />regarding this joint meeting and how it will be paid for. <br />There are two groups that would benefit from this and both <br />groups should probably pay. <br />E. VBWD - Water Management Plan Update <br />Councilman Williams indicated he would be willing to serve <br />as the council representative for any kind of committee <br />established to provide a response to the pending revision of <br />the Valley Branch Watershed District's plan and will contact <br />the Administrator about getting together on this matter. <br />M/S/P Dick Johnson/Mottaz - to direct the City <br />Administrator, City Engineer and Councilman Williams to <br />voice their concerns and put together a response to the VBWD <br />Water Management Plan Update. (Motion carried 4-0). <br />M/S/P Williams/Mottaz - to amend the council agenda by <br />moving Item 10B Parks Committee Appointment and 8A. Hammes <br />next on the agenda. (Motion carried 4-0). <br />F. Oakdale Comp Plan Amendment (10th St. Walmart) <br />M/S/P Dick Johnson/Mottaz - to combine the two motions of <br />the PZ and direct the City Planner to write a letter <br />incorporating all the items and that the City Administrator <br />and/or designee attend the meeting at the Met Council. <br />(Motion carried 4-0). <br />
