LAKE ELMO CITY COUNCIL MEETING JUNE 16, 1992 2 <br />M/S/P Mottaz/Williams - to approve the June 16, 1992 claims <br />4636 thru #673 as presented. (Motion carried 3-1: Dick <br />Johnson: He would like items #670 and #671 delayed until an <br />explanation is received from the Maintenance Foreman) <br />4. PUBLIC INFORMATIONAL: <br />A. Jan Rosenthal - Suburban Cable - Informational <br />Commissioner Dave Garloff reported on the recent transfer of <br />sale to a company out of Iowa purchasing all of the cable <br />company franchises under the Hauser system and are hoping to <br />close sometime in September. It is not clear what will <br />happen to the rates, but there will be no change in present <br />operations as far as personnel and activities. One change <br />happening concurrently is transfer of public access. Carol <br />Banister, President of the Board of Suburban Community <br />Channels, explained the role of the Board. Jan Rosenthal <br />read the resolution adopted by the Board. <br />B. Washington County Commissioner, Mary Hauser <br />Washington County Commissioner Mary Hauser explained when <br />the County gets a request from the city to have the speed <br />zone re-evaluated, the Washington County Public Works <br />Director contacts MnDOT. A copy of the letter from <br />D.Theisen, Deputy Director of Washington County Public Works <br />to Mr. Dixon of MnDOT was distributed to the City Council. <br />Once MnDOT has been apprised of the need for re-evaluation, <br />they send people out to do speed checks. One of the <br />criteria used to arrive at the speed limit is based on the <br />rate that 85 percent of the motorists travel. The <br />Commissioner of Transportation is the decider of these <br />issues. <br />- Councilman Mottaz explained it was his understanding from <br />Dick Herold, the state does not allow an increase in a speed <br />limit on a road where there is shared surface for bicycle <br />trails. The portion of Olson Lake Trail where they proposed <br />to change the speed limit is part of the Country View <br />Bicycle trail; therefore, if this is true the speed limit <br />cannot be changed on that portion. <br />Councilman Williams asked when did the county board become <br />aware of MnDOT's authorization to raise the speed limit. <br />Hauser responded she became aware of this authorization when <br />she received Ken Sovereign's letter. It is not usual that <br />the Board receive this information or notification because <br />the Board does not get involved in reviewing the City's <br />request because they do not vote on this information. The <br />City certainly should have been notified of raising the <br />speed limit. <br />
