LAKE ELMO CITY COUNCIL MEETING JUNE 16, 1992 8 <br />M/S/P Williams/Dick Johnson - to postpone further <br />consideration on this item and will continue the public <br />hearing until the next meeting, 8:00 p.m., at which time the <br />required documentation will be presented. (Motion carried 4- <br />0) . <br />Mayor Johnson asked that public hearings be placed on the <br />front-end of the council agenda and modify the ordinary <br />order of business where Old Business was first item on the <br />agenda. Councilman Williams suggested specifying a later <br />starting time for the public hearing in the notice. Then we <br />can follow the normal agenda and we get to the public <br />hearing ahead of time we can postpone it until the published <br />time. If we set it on our agenda for a specific time, under <br />his direction, Mayor Johnson will interrupt other business <br />and go to the public hearing. <br />7. CITY ENGINEER'S REPORT: <br />A. Water Tower Maintenance <br />M/S/P Mottaz/Dick Johnson - With the assurance of Mary <br />Kueffner that there is $1635 available in the Water Fund, <br />the council authorizes Esping Forensic Engineering to <br />prepare an inspection report as outlined in Tom Prew's <br />letter dated June 11, 1992. (Motion carried 3-1: Williams: <br />There may be more than one paint sample needed and $1635 may <br />not cover the cost of the paint testing). <br />B. Old Village Projects - Update from Special Meeting <br />At the special council meeting on June 11, 1992, Tom Prew <br />was asked to address the suitability of other sites for a <br />community drainfield. Prew provided this information along <br />with soil borings and percolations test. <br />Prew also contacted Mr. Schiltgen's attorney, Mike Kula, who <br />suggested that the City prepare an offer for the property <br />and present it to them. Mr. Kula did not anticipate <br />condemnation being necessary. <br />Councilman Mottaz indicated before they proceed they had to <br />know what the benefit would be and the cost of the project <br />and how it can be assessed. Mayor Johnson suggested we can <br />now discuss this with our financial consultants. <br />Tom Prew will have a color coded map showing the different <br />charges on parcels for all the projected projects available <br />at the July meeting. <br />
