LAKE ELMO CITY COUNCIL MINUTES JULY 7, 1992 4 <br />6. OLD BUSINESS: <br />A. Cimarron Park Storm Shelters - Fran Pott <br />Fran Pott reported very little information is available on <br />specific requirements for shelters. In his memo to the <br />Council dated July 7, he lists the State Building Code <br />requirements. The following items were discussed: <br />Requirement of a four square foot space for each person <br />living within the park and the average occupancy per home is <br />estimated at three persons. <br />Glen Schumacher, APAC, explained there is litigation around <br />this park issue in three cities (Hastings, Hutchinson, <br />Shafer) and suggested research be done to see how these <br />cities are handling this. Attorney Filla suggested that the <br />Council, based upon the occupancy and lay out, location and <br />dimension of this park, determine in their judgement what is <br />necessary in terms of safety for Cimarron whether that is <br />more or less restrictive than some other park. <br />The Committee consisting of Cimarron Management, Cimarron <br />resident Ray Press, Fran Pott, Jim McNamara will meet and <br />come up with a recommendation that can best address public <br />safety concern on size, capacity and convenience of a <br />facility for the Council at their August 4th meeting. <br />B. Response from Public Works Director regarding: <br />(1) Expenses for street sweeper <br />Dan Olinger explained the only expenses incurred were a pair <br />of hydraulic cylinders for lifting the main conveyor. One <br />cylinder broke a piston and needed to be replaced and due to <br />factory modifications both cylinders needed to be replaced <br />as a set because of a change in operating pressure. Gutter <br />brooms, main brooms, rubber dirtshoes and shear pins are <br />normal wear items and need to be replaced on a normal <br />schedule. <br />With 77 hours put on the sweeper, Olinger indicated the <br />expenses have totaled approximately $765 or $9.94 an hour to <br />do our spring clean-up. With a contract sweeper, our cost <br />was up to $4500 for the same cleaning and Dan felt his crew <br />did a much better and more thorough job. <br />(2) Signs on Highland Trail <br />Dan Olinger reported that after researching the Uniform <br />Manual of Sign Placement, he indicated the signs that are in <br />place on Highlands Trail are satisfactory. He had spoken to <br />sign department personnel at Washington County, MnDOT and a <br />Deputy Sheriff who felt "slow, children playing" signs have <br />a potential of giving parents and children a false sense of <br />
