LAKE ELMO CITY COUNCIL MINUTES JULY 7, 1992 7 <br />When asked by Mr. Soderberg to visit his facility in Hudson, <br />Councilman Mottaz indicated he would review the facility on <br />Saturday at 10:00 a.m. <br />M/S/P Mottaz/Williams - to reconsider the Council-s motion <br />to deny the rezoning. (Motion Passed 4-1 Mayor Johnson). <br />M/S/P Hunt/Dick Johnson - to postpone consideration of this <br />item until the July 21st meeting to give Councilman Mottaz <br />and Mayor Johnson time to visit Mr. Soderberg's Hudson <br />facility on Saturday morning 10:00 a.m. (Motion carried 5- <br />0) . <br />C. CUP for Equestrian Center <br />The following items in the Conditional Use Permit for an <br />Equestrian Center were discussed: <br />--Condition No. 7, Roll boxes should be covered. <br />--Condition No. 5, Questioned allowing 140 horses <br />--Condition No. 10, Definition of "clientele" should be <br />contracted horse care clientele <br />--Condition No. 19, Removal of solid waste should be more <br />often than once every two weeks. <br />D. Limited Business Ordinance <br />Mayor Johnson and Councilman Mottaz felt this ordinance is <br />an ultra limited district business ordinance because we are <br />only permitting certain kind of office uses and everything <br />else is permitted as conditional uses. <br />M/S/P Williams/Hunt - to direct the staff to prepare an <br />ordinance, in accordance with the recommendation from the <br />Planning Commission, for adoption at the next meeting. <br />(Motion carried 5-0). <br />The City Administrator asked the Council to be prepared to <br />make suggestions to the list. <br />M/S/P Hunt/Williams - to direct the City Attorney to work <br />with the City Administrator to define criteria permitting <br />the city to assess Impact Fees. (Motion carried 5-0). <br />E. Resolution No. 92-13 Adopting Park Plan <br />M/S/P Williams/Hunt - to adopt Resolution No. 92-13, approve <br />and adopt the 1992 Lake Elmo Park Plan as an amendment to <br />the Comprehensive Plan and direct the staff to print 15 <br />final copies. (Motion carried 5-0). <br />
