LAKE ELMO CITY COUNCIL MINUTES JULY 7, 1992 8 <br />F. City Planner <br />M/S/P Hunt/Mayor Johnson - to appoint Mike Black, McCombs - <br />Frank -Roos Associates, Inc. (MFR), as city planner until <br />December 31, 1992. (Motion carried 5-0). <br />8. CITY ENGINEER'S REPORT: <br />Assessments for Proposed Projects on Individual Property <br />Owners: <br />M/S/P Hunt/Williams - to postpone consideration of handout <br />and this will be the second agenda item at the special <br />council meeting on July 14th. (Motion carried 5-0). <br />9. CITY COUNCIL REPORTS: <br />Valley Branch Watershed Citizen Advisory Committee: <br />Mayor Johnson advised the Council that Valley Branch <br />Watershed Citizen Advisory Committee member, Barb Walsh, has <br />had one meeting on June 1st and not heard anything since. If <br />they are going to involve our residents, he would like to <br />see that the Committee become an effective part. <br />The City Administrator will contact Al Dornfeld, VBWD, <br />either by letter or phone, and ask why this wasn't done. <br />Kunz Oil: <br />The direction given to the City Attorney was that the <br />approach to take was these people recognize they have a non- <br />conforming use and rather than litigate it and pursue it to <br />criminal court they would agree to discontinue this use by <br />October 1st and all refuse from this sod produce operation <br />must be cleaned up in conformance with the direction of our <br />Building Inspector and to direct the prosecuting attorney to <br />dismiss the prosecution upon receipt of a signed agreement. <br />They are to still continue clean-up of the junk in the <br />outside storage unrelated to this operation. <br />Report on the County Highway 13 Study Committee: <br />Councilman Mottaz reported at the last meeting the <br />committee made two motions to be presented to the Public <br />Works Dept. (1) Short range solution to the trail problem. <br />The County would add a 4' blacktop shoulder to both sides <br />(east and west side from trunk Hwy 5 to trunk Hwy 36). This <br />addition will be separated from the existing blacktop by a <br />1' wide white stripe and signed appropriately. (2) Long <br />range solution: The County in the next reconstruction of Cty <br />Rd 13 they construct a separate 8' blacktop trail along side <br />Cty Rd 13 going north to 50th Street. This would be <br />separate from the highway and at 50th the trail would then <br />go west on 50th to Hadley Avenue and then a trail <br />
