LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 1, 1992 5 <br />C. Stalls shall measure at least 10, x 10t, except <br />for in the lesson facility. <br />g. It shall be the policy that smoking shall not be <br />allowed in stables and all stables shall be posted <br />"no smoking". <br />10. d. Because the feces of horses are the primary <br />source of infestation of internal parasites, <br />horse manure shall not be spread on pastures <br />currently grazed by horses. <br />12. Grass cover shall be maintained in all paddock areas <br />except as identified on landscape plan dated September 1, <br />1992. This shall be done by best management practices <br />including keeping grazing pressure to a minimum and rotating <br />use of the paddocks. <br />13. Hours of operation for outside activities shall be <br />from 7:00 a.m. to 9:00 p.m. <br />conditions are to be renumbered properly. <br />M/S/P Mottaz/Hunt - to amend the motion to include Condition <br />No. 29 to allow a maximum of 50 horses to run unrestrained <br />in areas outside the stables. (Motion carried 4-0). <br />29. A maximum of 50 horses shall be allowed to run <br />unrestrained in areas outside the stables. <br />Attorney Filla reported that the Dayton Hudson Company <br />reserved easements on a number of parcels, some of which had <br />time limits. In this particular case, the reservation had <br />to be conveyed to the city by September 1, 1992. The other <br />problem with this parcel is that Dayton Hudson incorrectly <br />described the area they were talking about. The easement <br />that Dayton Hudson reserved goes through the middle of this <br />property not to the north 20 feet and would not have lined <br />up with the trail to the west. Filla recommended including <br />the easement as conditioned to the approval and also subject <br />to the rezoning. <br />M/S/P Hunt/Mottaz - to amend the motion to include that this <br />CUP will be conditioned upon: (1) the applicant conveying an <br />easement as described by the city planner in his memo to the <br />city dated July 1, 1992, and (2) the rezoning of this plat <br />from RR to AG and under no circumstances was requirement for <br />dedication of a trail a guarantee on the part of the city <br />that it would be improved in the future. (Motion carried 4- <br />0) . <br />
