(Motion <br />carried 5-0). <br />B. Thoroughfare Plan <br />M/S/P Mayor Johnson/Williams - to postpone action on this <br />item pending notification of the twenty-five propertyowners <br />affected of the existence of this plan and the purpose for <br />it to give them an opportunity to comment on the plan. It <br />should be pointed out in the letter that the main reason <br />that these roads were placed where they were because of soil <br />conditions and connecting up with other streets. (Motion <br />carried 5-0). <br />C. Parking Signs on Lake Elmo Avenue (Old Village) <br />The City received a letter from Gisela's Interiors asking <br />that the Council submit a request to Washington County to <br />have the parking limitation in front of 3479 Lake Elmo <br />Avenue N. changed to one hour between 6 a.m. and 6 p.m. <br />M/S/P Dick Johnson/Williams - to instruct the Building <br />Official to meet with the business owners (Library, Post <br />Office, Gisela's Interiors and Savannah Designs) to work out <br />something mutually acceptable and submit a recommendation to <br />the Council on parking limitations. (Motion carried 5-0). <br />D. Trunk Highway 36 Corridor Management Study <br />M/S/P Dick Johnson/Williams - to appoint Councilman Mottaz <br />to the Trunk Highway 36 Corridor Management Study. (Motion <br />carried 5-0). <br />E. Minor Subdivision Amendment <br />The Staff will check if the Council adopted this Ordinance <br />at the October 20th council meeting. <br />F. DRAFT Policy for Extension <br />Councilman Williams provided his proposed scenario for <br />developer funding for utilities for United Properties area. <br />The idea is to avoid any up front costs to the City, to <br />have the Developer eventually pay only his fair share, but <br />for that Developer to carry the excess costs until other <br />property owners hook up. <br />
