LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 5, 1992 5 <br />M/S/P Williams/Hunt - to direct the City Administrator to <br />pass this on and any other information we have on this <br />matter to the City's Financial Advisor and city council <br />elect and have them react to it. (Motion carried 5-0). <br />8. CITY ENGINEER'S REPORT: <br />A. Isle Avenue Update <br />City Engineer Larry Bohrer reported on the option of <br />completion of the road as a thru street and constructed as a <br />city standard street. (bituminous surface, 28' feet wide <br />with the bituminous berm type curb). The options that exist <br />for the junction at the south end with Jane Road are: (1) <br />bring it in at a T or (2) follow the present alignment of <br />the right-of-way and then bring in with a slight curve at <br />the western portion of Jane Road at about the centerpoint of <br />the curve. The preliminary cost estimate, including certain <br />amount of storm sewer, is $90,000. <br />The consensus of the council was they preferred a through <br />street if it could be made more affordable. <br />Attorney Filla pointed out that the assessments should be a <br />concern to the council because he was not sure if there are <br />4 or 5 parcels that effectively can benefit from this <br />particular improvement. A benefit could be shown to the <br />City in terms of overall traffic patterns. <br />M/S/P Mottaz/Williams - to inform the (3) property owners on <br />both sides of the road of what the cost would be and obtain <br />their opinion as to if they could live with this. (Motion <br />carried 5 -0). <br />M/S/P Williams/Mottaz - to amend the council agenda by <br />adding Item 10C. CHRISTMAS PARTY. (Motion carried 5-0). <br />B. METHANE FOUND IN FIRE STATION #2 <br />The City received a letter from Doug Ryan, Washington County <br />Public Health and results of the methane gas study at the <br />Lake Jane Landfill. They recommended a continuous methane <br />monitor be installed inside the Fire Station #2 building. <br />The Counties would provide the necessary funds for this <br />project. <br />M/S/P Williams/Hunt - to approve the installation of a <br />methane gas detection device according to the recommendation <br />of the Engineer in Fire Station #2 at the expense of the <br />County and ask the Counties to explain the calibration of <br />the organic vapor detector on a pentane standard rather than <br />a methane standard because this is where the discrepancy <br />
