LAKE ELMO CITY COUNCIL MINUTES JANUARY 19, 1993 6 <br />Todd Williams, 3025 Lake Elmo Avenue N., indicated this <br />property was rezoned as a 20+ acre parcel, thereby <br />conforming to our residential estates zoning district <br />requirements for rezoning. Because all of the property is <br />under one ownership, there doesn't seem any reason other <br />than economics for this parcel not to be fully subdivided to <br />the RE standards. <br />Mayor John closed the public hearing at 9:30 p.m. <br />Administrator Kueffner pointed out that at their December 9, <br />1991 and July 13, 1992 Planning Commission meeting, there <br />was a consensus of the PZ to rezone the 22 acres to RE and <br />plat the outlot at 2.5 acres and request the variance from <br />the 200' diameter requirement with the hardship being it <br />would create an odd shape lot due to the location of the <br />existing house and would hinder future platting access and <br />design. <br />M/S/P Mottaz/Johnston - to postpone action on this item and <br />invite Bruce Folz or Mr. Peltier's son to speak on the <br />issue. (Motion carried 5-0). <br />C. PUBLIC HEARING: David Wanless, 3515 Lake Elmo Ave. <br />Variance to side yard setback <br />Mayor John opened up the public hearing at 9:40 p.m, in the <br />City Council chambers. The public hearing notice was <br />published in the December 30, 1992 St. Croix Valley Press. <br />There was no one to speak for or against the variance <br />request. <br />Mayor John closed the public hearing at 9:45 p.m. <br />Although Dale Quast, an abutting property owner, did not <br />receive a mailed public hearing notice, Councilman Johnson <br />made him aware of the variance request which will be <br />discussed at this council meeting. Mr. Quast indicated to <br />Councilman Johnson that he had no objection to this request. <br />M/S/P Conlin/Mottaz - to grant a 15' variance to the side <br />yard setback requirement to David Wanless, 3515 Lake Elmo <br />Avenue N., for the purpose of building a 20' x 24' garage <br />for vehicle storage and other personal storage based on the <br />hardship that this property involves a private residence <br />rather than just a business and to include the conditions <br />stated in Mike Black's memo of January 11, 1993 and add the <br />conditions that a firewall be put in the garage and there be <br />minimum storage of highly flammable materials. (Motion <br />carried 4-1: Johnson: He doesn't recognize this hardship <br />because the garage can be constructed without a variance). <br />
