From this, Pam Neary tried to see if an agreement could be reached <br />( whereby the land was transferred to Oakdale, but that Lake Elmo would <br />receive some compensation in relation to sewer costs as an exchange. <br />Both Rita Conlin and Wyn John emphasised that Lake Elmo was interested <br />in ensuring that the sewer reached the East side of CSAH 13 within this <br />project. Also, that it was technically feasible for Lake Elmo to install the <br />sewer along 4th Street to CSAH 13 as a stand alone project, since all the <br />relevant land was still in Lake Elmo. In addition, that Helmo Avenue was <br />still a Lake Elmo street, as all assessments had not been fully paid by the <br />landowners. Consequently, another portion of the Oakdale sewer project <br />could not proceed without Lake Elmo approval. <br />Ted <br />Bearth would not agree to any support of sewer <br />costs, as he <br />felt that <br />the <br />benefitting parties should pay their share of the <br />project. He <br />did not <br />see <br />that <br />enabling the project to proceed in a timely manner, <br />saving the costs of litigation to order the land <br />into Oakdale, <br />or <br />having land transferred into Oakdale with the <br />potential of <br />additional <br />tax capacity, <br />were benefits for Oakdale. He felt that the bill had <br />been submitted and <br />that <br />the legislative action should take its course. <br />After some discussion, it was agreed that the respective City Staffs.would <br />identify the real costs of: <br />a) increasing the sewer capacity to meet the needs of the Business Park <br />District, and then the MUSA extension and <br />b) extension of the sewer from the NE corner of Guardian Angels Church <br />property to the east of CSAH 13 <br />In addition, a date for the start of the project (the 4th Street main stem) <br />would be established. <br />At Ted Bearth's suggestion, a joint session of the two councils was <br />tentatively agreed for March 22 at Oakdale City Hall. This would be <br />confirmed following the March 16 Lake Elmo Council meeting. <br />
