LAKE ELMO CITY COUNCIL MINUTES MARCH 16, 1993 4 <br />7. CITY ENGINEER'S REPORT: <br />1 A. Update on 1993 MSA Feasibility Study <br />Larry Bohrer presented the need for street improvements, <br />proposed street design, trail, estimated costs, funding, <br />assessments and project schedule. <br />At their March 15th meeting, it was the consensus of the <br />Parks Commission to not pursue a detached trail along these <br />streets if construction is ordered, but to look into an <br />alternative to a trailway in that area in the future. <br />Councilman Johnson indicated he was not in favor of the <br />separated trail, but was in favor of the proposed assessment <br />plan. <br />Bohrer explained it was his intent that the assessment does <br />not establish the road improvement fund. The assessment is <br />levied to provide for the benefit that this road improvement <br />provides to the adjacent property. By making an assessment, <br />you are able to utilize some of the state aid funds that <br />would be eligible for this project, but are not necessary. <br />It is the state aid funds that go to establish the local <br />road improvement fund. <br />M/S/P Johnson/Conlin - to call a Public Hearing for 1993 MSA <br />Improvements, Jamaca Avenue and Lake Jane Trail, for <br />Tuesday, April 6th at 7:40 p.m. and direct the staff to <br />place on the March 30th agenda for the Surface Water <br />Management Utility Information meeting an item to receive <br />the feasibility report. (Motion carried 3-0). <br />B. Update on Olson Lake Estates <br />Larry Bohrer submitted the following status report on the <br />condition of the Olson Lake Estates Pond as of March 10, <br />1993: <br />Present Pond Elevation <br />954.9 <br />Volume at Present Elevation <br />16.4 ACFt <br />Water Content of Snow <br />0.7" <br />Pond Elevation if all ran off <br />957.2 <br />Critical Elevation <br />962+/- <br />Elevation of Olson Lake <br />at overflow <br />Surface Area of Olson Lake <br />100 Ac <br />Volume of Olson Lake <br />1,200 ACFt <br />At the last council meeting, the staff was directed to <br />prepare a resolution stating the position of the City <br />regarding discharge of water from Olson Lake Estates Pond. <br />Attorney Filla prepared the resolution and Larry Bohrer has <br />reviewed it. <br />
