LAKE ELMO CITY COUNCIL MINUTES MARCH 16, 1993 5
M/S/P Johnson/Conlin - to approve Resolution No. 93-12, A
Resolution relating to the discharge of water from Olson
Lake Estates Pond. (Motion carried 3-0).
C. Preparation for Surface Water Utility
Larry Bohrer asked for comments from the Council for his
presentation at the Surface Water Utility informational
meeting scheduled for March 30th.
**Proposed fees for mobile home parks: Because the streets
in the park are privately owned, he included that as part of
the impervious surface of the park. Whereas, the streets
when they are on public rights -of -way, are exempt. The
council requested Bohrer consider the streets in Cimarron as
we do our city streets and prepare a calculation in relation
to the land area occupied by a mobile home.
**Expected revenue and expected expenditures. Expected
revenues versus expenditures has not been done. The council
asked that this be estimated.
**Clarify the difference between paying VBWD versus this
fund.
8. CITY ATTORNEYS REPORT: None
9. CITY COUNCIL REPORTS:
Mayor John reported he met a number of the landowners in
Sections 32 & 33 to assess their current attitudes toward
Lake Elmo and their interest in returning to Lake Elmo if
the City were to provide a sewer in the area.
Mayor John provided notes on the meeting with State
Representatives and Oakdale Council members on March 12,
1993 at 1:00 p.m. in the State offices. After some
discussion it was agreed that the respective city staffs
would identify the real costs of:
a. increasing the sewer capacity to meet the needs of the
Business Park District and then the MUSA extension and
b. extension of the sewer from the NE corner of Guardian
Angels Church property to the east of CSAH 13,
In addition a date for the start of the project (the 4th
street main stem) would be established.
Larry Bohrer indicated these costs could be provided by the
end of this week.
