LAKE ELMO CITY COUNCIL MINUTES MARCH 2, 1993 2 <br />Hans Stockstead, Real Estate Properties, stated he sold the <br />( 12 lots in Midland Meadows on the basis that when this plat <br />was approved, the City of Lake Elmo desired large lots in <br />the rural residential nature. In order to remain with the <br />rural residential large lot planning, he recommended the <br />city deny an application for a subdivision on that basis. <br />County Road 10: <br />Sue Dunn explained that some of the information that had <br />been gathered on this project has come from mainly the City <br />of Oakdale. Dunn referred to particular sections of the <br />booklet from the Washington County Board of Commissioners, <br />On Page 10 it stated that it is likely that a 4-lane section <br />will be needed in the future on County Road 10 east of <br />Inwood Avenue. In 1992 Washington County did a traffic count <br />of 4,150. Then in April, 1992 the County for $10,000 <br />contracted with a firm which traffic count was 3,777 over a <br />24 hr. period. Dunn respectfully requested the council <br />review this plan. <br />B. Recycling Update <br />The Lake Elmo Solid Waste Advisory Committee (LESWAC) met <br />with representatives of Pine Springs, Grant Township and <br />John and Mike Maroney of TMT Recycling on Thursday, February <br />25th. TMT suggested that the city consider once -a -week <br />recycling pickup. The LESWAC unanimously recommended that <br />the city council adopt this new schedule. The cost for <br />recycling will remain at $90 per ton which is the same price <br />we have been paying for the past three years. TMT Recycling <br />will now accept magazines which needs to be separated from <br />newsprint and only narrow neck, screw top, plastic bottles <br />with a 1,2,3,4, or a 5 on the bottom. <br />M/S/P Johnston/Johnson - to authorize once -a -week recycling <br />pick-up effective April 1, 1993. (Motion carried 3-0). <br />5. OLD BUSINESS: <br />A. Derrick Fill Permit <br />The Council received a report from Barr Engineering Co. <br />dated December 15, 1992 discussing an option Derrick <br />Companies may wish to pursue pertaining to the mounds on <br />Lots 2,3, & 4, Block 2 Demontreville Highlands 3rd Addition. <br />City Engineer Larry Bohrer explained that additional fill is <br />being proposed by Derrick in the hope of avoiding springtime <br />water level testing. The height of the proposed mounds was <br />chosen from the highest recorded water elevation, then <br />adding 4 feet for unsaturated soil, then adding 2 feet for <br />drainfield placement and cover. Since Derrick is proposing <br />to add approximately 3.5 feet of fill to Lots 3 and 4, the <br />drainfield trenches would terminate in this fill. This is <br />
