LAKE ELMO CITY COUNCIL MINUTES MAY 4, 1993 2 <br />3. CLAIMS <br />M/S/C Johnston/Conlin - to approve the May 4, 1993 Claims <br />#1521 thru #1588 as presented. (Motion carried 4-0). <br />4. PUBLIC INFORMATION: <br />A. Public Inquiries <br />Dave Johnson, 11291 30th St. N., stated Washington County <br />has assured they would replace lost wetlands at least 1 1/2 <br />acres to 1 acre taken and believes the wetland replacement <br />should be in our city or at least at a minimum on Armstrong <br />Lake. <br />Sue Johnson, member of Washignton County Parks and Open <br />Space Commission, reported June 5th, 8-6 p.m., will be a <br />free park day at all Washington County Parks and all the <br />citizens of Lake Elmo are invited to see what the county <br />parks have to offer. There will be free annual park tickets <br />raffled off, seedlings and refrigerator magnets given away. <br />B. Dan Burgess, 8085 Hill Trail N. <br />Illegal business in residential zoning district <br />Dan Burgess requested this item be placed on the Council <br />agenda. <br />Dan Burgess explained that he has been running a business <br />since 1989, but does not advertise, and has no signage. He <br />receives a call, operates a tow truck, picks up a vehicle, <br />(occasionally will bring a vehicle home), and brings it to a <br />recycling plant. He hauls other cars to Ideal Storage and to <br />Mike Severin's residential property. Burgess indicated he <br />does have a lot of cars in his yard occasionally --some our <br />his, some our company, some come and go --they are licensed <br />and operable. There are other properties in the city where <br />a business is run out of their home, has commercial vehicles <br />at their residences, and exterior storage of unlicensed and <br />inoperable vehicles. Burgess asked if the city consider his <br />a business, he wants to be treated the same as the other <br />properties in the City. <br />The City received a letter from a concerned neighbor and a <br />letter from the Tri-Lakes Improvement Association indicating <br />this resident is conducting a business that violates the <br />zoning regulations and encourages the Council to enforce the <br />zoning regulations. <br />Burgess submitted a list of signatures from his neighborhood <br />that did not have a problem with his business: LeMire, <br />Laschinger, Severin, Zabrok, Furseth. <br />
