LAKE ELMO CITY COUNCIL MINUTES MAY 4, 1993 5 <br />D. Recommendation from Planning Commission on Hwy 36 <br />M/S/C Mottaz/John - to schedule a joint meeting with the <br />representatives of the communities involved within the next <br />two weeks to discuss the study committee's recommendation on <br />Highway 36. (Motion carried 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. 1993 Overlay Project: <br />Draft Feasibility Report <br />City Engineer, Larry Bohrer, submitted a draft of the <br />Feasibility Report for the 1993 Overlay Project which <br />presented three options for assessments. <br />M/S/C Johnson/Conlin - to direct the City Engineer to <br />present Assessment Formula Option 2 - Each project assessed <br />separately, less 10% city's contribution. (Motion carried <br />5-0). <br />The City Administrator will submit for the next meeting a <br />draft assessment policy based on the front footage method. <br />In order to accommodate the large number of residents <br />attending this hearing, the Council discussed holding the <br />June 1st public hearing at the Lake Elmo Elementary School <br />and check into the availability of the school. <br />B. 1993 MSA Project: Right -of -Way Update <br />M/S/C Mottaz/Conlin - to authorize the City Engineer and <br />City Attorney to acquire easements as necessary for the 1993 <br />MSA Project as proposed in memo dated April 30, 1993. <br />(Motion carried 5-0). <br />The City Engineer will get a position on trimming branches <br />from the State Aid Engineer. <br />C. Proposed Traffic Signal and Road Improvements <br />Larry Bohrer submitted a memo to the Council on the proposed <br />traffic signal at TH36 and Manning Avenue and road <br />improvements providing a double left turn from eastbound <br />TH36 to northbound Manning Avenue. <br />M/S/C Mottaz/Conlin - to direct the city engineer to respond <br />to the MN Dept. of Transportation indicating the city <br />council supports the project as a benefit to the general <br />motoring public, but does not agree with the funding <br />formula, but sees the project as a State responsibility with <br />no significant amount of traffic contributed by Manning <br />Avenue south of TH36; therefore the city is not interested <br />in contributing financially to the project for construction <br />or for electrical operating cost. (Motion carried 5-0). <br />
