LAKE ELMO CITY COUNCIL MINUTES JULY 20, 1993 <br />F. Comprehensive Plan Amendments - Direction requested from Planning <br />Commission <br />M/S/C Conlin/Johnson - to inform the Planning Commission that the council will review <br />the FLU plan for city initiated changes to the Comp Plan jointly at the annual meeting at <br />the Planning Commission's first meeting in May because our Comprehensive Plan <br />requires this. (Motion carried 5-0.) <br />F(f). Discussion on PZ action on the feasibility of establishing RE on the eastern <br />border of the City in relation to the Geotschel/Klatt property <br />Council member Conlin indicated the PZ did not favorably receive establishing RE on <br />the eastern border of the city and she was in error when she voted against the comp <br />plan amendment for the Geotschel/Klatt property because she did not find a provision <br />in the comp plan or in the code that required adjacency for rezoning. Conlin explained <br />she supports RE along the east border of the city and made the following motion. <br />M/S/C Conlin/Johnston - to amend prior council action of July 6, 1993 on the request <br />for the Comp Plan amendment for Geotschel/Klatt property by directing the staff to <br />prepare a resolution approving the Comprehensive Plan Amendment for the <br />Geotschel/Klatt property, changing the future land use designation from RAD to <br />Residential Estate Density (RED), conditional upon submitting this minor amendment to <br />the Metropolitan Council and receiving a determination from the Metropolitan Council <br />Chair of no system impact. (Motion carried 5-0.) <br />M/S/C Conlin/John - to call a public hearing as soon as possible to reconsider a <br />Comprehensive Plan Amendment for the Geotschel/Klatt property changing the future <br />land use designation from RAID to Residential Estate Density (RED). (Motion carried 5- <br />0.) <br />G. "Rural" Definition - Request from Planning Commission <br />If we do a survey and collect data, Council member Johnston asked for what purpose <br />would we be using this information. Johnston also questioned budget implications for <br />this survey process. <br />Council member Conlin felt it would be helpful for the Council to have some indication <br />from residents on how they would like to see Lake Elmo in the future. <br />Councilman Johnson pointed out in preparation of the 1979 Comp Plan the city <br />authorized a professional survey done and we should look back at the questions that <br />were asked. He would like the council to review the survey questions before they are <br />placed in the newsletter. <br />
