LAKE ELMO CITY COUNCIL MINUTES JULY 20, 1993 <br />M/S/C Johnson/Mottaz - to direct the Planning Commission establish a task force to <br />assemble a comprehensive survey (Suggestions: how would you like to see Lake Elmo <br />develop without using the word "rural", surface water use, park use, proposed trail <br />system) of the citizens of Lake Elmo and submit survey to the city council for issuance. <br />(Motion carried 5-0.) <br />H. "No Parking signs requested on Lake Elmo Avenue <br />(Adjacent to Tartan Park) <br />M/S/C Johnston/Mottaz - to direct the staff to draft a resolution requesting Washington <br />County to look into the feasibility of erecting "No Parking Signs" from the Tartan Park <br />entrance gate on the west side on County Road 17, Lake Elmo Avenue, for about 300 <br />yards south on both sides of the road. If it is feasible in their opinion, Lake Elmo would <br />request these signs be placed. (Motion carried 5-0.) <br />I. Travel Plaza (concept) 1-94 and County Road 19 <br />Attorney Filla explained the court order did not prevent the city from changing its <br />comprehensive plan that the city has done and now there are rules that Federal Land <br />has to comply with. As part of their application they would make a request to amend <br />the comp plan to suit their proposal and rezone. The city would have to decide if they <br />would want to agree with those changes to the comp plan and rezoning. Legally, the <br />city does not have to listen to their presentation unless they comply with the code. <br />M/S/C Mottaz/Johnson - to set up a joint meeting at a future date of the City Council, <br />Planning and Parks Commissions to review and consider the proposed Travel Plaza on <br />CR 19 and 1-94. (Motion carried 5-0.) <br />7. CITY ENGINEER'S REPORT: <br />A. Resolution approving Plans and Specifications for 1993 Overlays <br />Larry Bohrer reported Steve Ziniel, Kraft Circle, has reconstructed his driveway and <br />has improved the slope and raised it up from the existing bituminous surface. Bohrer <br />has reviewed a proposal with Mr. Ziniel to improve the drainage in the area by offering <br />to regrade approximately 150 sq.yds. of his north lawn area to improve the drainage <br />away from the street. This is included in the bid package as a separate bid. Mr. Ziniel <br />is undecided if he wants the lawn improvement done right away or just have the overlay <br />done and observe how it works. Bohrer believes the yard improvement will still be <br />necessary. <br />Attorney Filla commented if the city has any exposure today it will be less after this <br />project because we are improving whatever is there now. <br />M/S/C Mottaz/Johnston - to adopt Resolution Nos. 93-47 through 93-55 directing the <br />City Engineer to prepare the plans and specifications for the 1993 Overlays and adopt <br />Resolution No. 93-57 approving plans and ordering advertisement for bids for the 1993 <br />Overlays. (Motion carried 5-0.) <br />
