LAKE ELMO CITY COUNCIL MINUTES JULY 20, 1993 <br />B. Resolution awarding bid for 1993 MSA Project <br />Larry Bohrer explained that at present the city does not have final approval. The low <br />bid from Tower Asphalt, Inc. is about 13% more that what the city engineer estimated in <br />the feasibility report and public hearings. This has a financial impact on the state aid <br />account and what we were planning to do with our future state aid allotments. It was <br />planned that this project would use up the amount we presently have in our <br />construction account plus use a portion of the 1994 allotment. Bohrer requested more <br />time to review the financial impacts of doing this and requested the council receive the <br />bids but take no action for the award. By the August 3 meeting, final state aid approval <br />and recommendation of financing the project will be received. <br />M/S/C Mottaz/John - to accept the bids for reconstruction of Jamaca Avenue between <br />TH5 and Lake Jane Trail, and Lake Jane Trail between Jamaca Avenue and Jane <br />Road and delay action on awarding of bid until the August 3, 1993 city council meeting. <br />(Motion carried 5-0.) <br />C. Streets in Fox Fire <br />Bohrer reported that the streets in Fox Fire Estates and adjacent Springborn Green <br />Acres were paved in 1979. The streets have received one sealcoat since then and one <br />or two spot repairs and are a strong candidate for crack sealing and spot overlay in <br />1994. <br />8. CITY ATTORNEY'S REPORT: None <br />9. CITY COUNCIL REPORTS: <br />Council member Conlin reported she attended the July 8 cable commission meeting at <br />Birchwood city hall. There is money allocated to suburban cable channels for updating <br />their equipment and $100,000 allocated through government access. Conlin met with <br />David Currence on July 12 and one of the things cable access could use this money for <br />would be in a form of Public relations. Staffing would be available to the cities to do <br />video productions and scripting which would be on a first come first serve basis. Conlin <br />asked the council to make a list of types of service they would like the city supplied <br />which will then be submitted to the cable commission. <br />Council member Johnson registered an official complaint that recreational buoys were <br />placed on Lake Jane and requested Washington County Sheriff's Dept. to take action. <br />Administrator Kueffner noted she received the same complaint and the Washington <br />County Sheriff's Department has been notified and is investigating the complaint. <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Team Building - Goal Setting <br />OLD BUSINESS ITEM: Set a date at the August 3 council meeting for a September <br />goal setting meeting. <br />
