LAKE ELMO CITY COUNCIL MINUTES JULY G, 1993 <br />E. Update on Olson Lake Estates Pond <br />Larry Bohrer reported that pumping had begun by the VBWD and was directed north across 50th <br />Street to a low lying area. Pumping removed 3' from the pond, but was stopped because there <br />was insufficient outlet from that area north of 50th Street to Long Lake. The pond is now as <br />high as it was before pumping began.. They have worked out the difficulties with the property <br />owner and Corps of Engineers and there is an improved drainage way. Pumping should resume <br />Thursday of this week. <br />6. OLD BUSINESS <br />The Council set up a workshop meeting for July 14, 1993, 7:00 p.m. to discuss the Joint Powers <br />Agreement Utility Extension Project with the city attorney. <br />7. CITY ATTORNEY'S REPORT: None <br />8. CITY COUNCIL REPORTS <br />Mayor John reported that four council members attended the Oakdale Summer festival celebration <br />parade. <br />Councilman Johnson noted that if it was clear that its the Mayor's position and not the Council's <br />position on the MAC situation then he had no problem with the Mayor submitting this letter to <br />the newspaper. <br />Councilman Mottaz referred to correspondence released at the July 22, 1993 meeting to Oakdale <br />under the headline of Lake Elmo City Council Position Statement. He felt sarcastic statements <br />were made which has a negative impact on our effort to improve our relations with City of <br />Oakdale. Mottaz didn't recall the council ever voting on this correspondence so it cannot be a <br />position statement of the City Council. <br />9. PLANNING, LAND USE AND ZONING <br />A. Comprehensive Plan Amendments (Future Land Use Map) <br />Recommendations from Planning Commission <br />The Council received a memo from Mike Black, dated June 30, 1993, reporting the Planning <br />Commission's recommendation on various amendments to the City's Comprehensive Plan. <br />Bishop/Meehan/Eberhard <br />M/S/C Johnson/John - to direct the staff to prepare a resolution approving the Comprehensive <br />Plan Amendment for the Bishop/Eberhard/Meehan property, changing the future land use <br />designation from RAD to Residential Estate Density (RED), conditional upon submitting this <br />minor amendment to the Metropolitan Council and receiving a determination fro the Metropolitan <br />Council Chair of no system impact. (Motion carried 4-0-1:Mottaz: The City has a contract now <br />with Mr. Bishop for Outlot A). <br />
