LAKE ELMO CITY COUNCIL. MINUTES SEPTEMBER 21, 1993 <br />6. CITY ENGINEER'S REPORT: <br />A. 1993 MSA Project Update <br />Larry Bohrer reported that all the culverts and storm sewers have been installed and <br />water mains have been relocated. The private utilities have begun moving their <br />facilities. Construction has started on the retaining walls. The pavement on Lake Jane <br />Trail and the northern portion of Jamaca Avenue has been recycled. The completion <br />date of the contract is October 31, 1993. <br />Washington County raised the concern that they would prefer the proposed additional <br />ponding area would not be on the city park property and landfill property along Jamaca <br />Avenue. Even though it isn't an active fill area, the County is concerned there might be <br />some migration of gas. Also, the county has a discharge pipe running through the <br />area that transports water from a gradient control well to the watershed district's <br />pipeline, and they are unsure of the location. <br />M/S/C Mottaz/Johnson - to respect the county's wishes and authorize the city engineer <br />to change the mitigation area to the county's alternative of utilizing a large depression <br />on the former Weldon Richert property. (Motion carried 5-0). <br />With the proposed curb and existing swale on the Eder property, the apple tree area <br />would not drain very well. The alternative is to eliminate the curb and revert this area to <br />a ditch section which will function adequately. <br />M/S/C Mottaz/John - to authorize the city engineer to eliminate the curb that had been <br />planned between the Richert and Eder driveways. (Motion carried 5-0). <br />B. Set date for Assessment Hearings <br />1993 MSA Project <br />1993 Overlay Projects <br />M/S/C Mottaz/Johnson - to schedule an -assessment hearing for the 1993 MSA <br />improvements and the 1993 Overlay projects for October 26, 1993 at 7:00 p.m. <br />(Motion carried 5-0). <br />M/S/C Johnson/John - for the purpose of published and mailed notices for the 1993 <br />MSA Improvements and the 1993 Bituminous Overlay Projects, the city engineer is <br />authorized to state that the proposed assessments may be paid at 6% rate of interest <br />over 5 years. (Motion carried 5-0). <br />C. Escrow Reduction for Rolling Hills <br />M/S/C Mottaz/Conlin - to reduce the escrow requirement for Rolling Hills to <br />$170,500.00; conditioned upon the developer submitting evidence of payment to his <br />contractor. (Motion carried 5-0). <br />
