LAKE ELMO CITY COUNCIL MINUTES SEPTEMEER 7, 1993 <br />Tom Prentice, 8151 Hill Trail N., spoke on lake levels and "No Wake Zone" for himself <br />and Dana Surface who are the owners of the two houses that have the lowest <br />basement elevations and neither house is in danger in terms of damage to the house. <br />They are adamantly opposed to a No Wake zone. <br />M/S/C Johnson/Johnston - to amend the agenda by moving ITEM 7G. to 4B. (Motion <br />carried 5-0). <br />7G. Ordinance Declaring "No Wake" when lakes reach OHWM <br />The Council considered the No Wake rule after residents on Lake Elmo had called <br />complaining of erosion and property damage due to the wake of the lake. Residents on <br />Lakes Olson and Demontreville expressed concern over the proposed ruling citing no <br />need for it on their lakes. A suggestion was made that the newly formed Water Study <br />Committee look into the No Wake ruling. <br />M/S/C Mottaz/Johnson - to table action until September 21 st meeting and ask for more <br />input from residents. (Motion carried 5-0). <br />4B. Request for Clarification from the Sheriff's Dept. <br />Captain Johnson, Washington County Sheriff's Dept. questioned whether or not it is the <br />desire of the city council that the sheriff's dept. initiate a bike patrol in Sunfish Park to <br />catch the bikers that are riding illegally. <br />M/S/C Johnson/Conlin - that the council would appreciate more input from the Sheriff's <br />Dept. as to how best this can be controlled and at what cost and direct the city <br />administrator write a letter to all PZ and PA commission -members that any request for <br />increased enforcement be directed to the city and to not represent themselves as a city <br />official speaking for the City. (Motion carried 5-0). <br />Captain Johnson would like to know how many council members will be present at the <br />meeting Wednesday at 3:00 p.m. to discuss the language used in the contract with the <br />Sheriff's Dept. <br />Council man Mottaz explained he made this appointment with Sheriff Trudeau, not <br />Captain Johnson, to discuss issues not all related to the contract. Mottaz thought he <br />made it clear he was not speaking for the City Council, but as a citizen of Lake Elmo. <br />He will cancel his meeting with Sheriff Trudeau. <br />
