LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 15, 1994 2 <br />C. "Tree City USA" Councilman Johnson <br />(1) Arbor Day Proclamation <br />(2) Resolution No. 94-4, appointing Parks Commission as Tree Board; <br />Parks Department as Tree Department, and Parks Superintendent, <br />Mike Bouthilet as "Tree Inspector". <br />M/S/C Johnson/Conlin - to PROCLAIM April 29, 1994 as Arbor Day and May, <br />1994 as Arbor Month and to bring back the proclamation for reading at the April <br />19th city council meeting (Motion carried 5-0). <br />M/S/C Johnson/John - to adopt Resolution. No. 94-4, A Resolution Designating <br />the Lake Elmo Parks Commission as the Lake Elmo Tree Board; the Lake Elmo <br />Parks Department as the Lake Elmo Tree Department, and the Lake Elmo Parks <br />Department's Supervisor, Mike Bouthilet, as Lake Elmo's Tree Inspector. (Motion <br />carried 4-1:Mottaz:Doesn't see a need to expand the Parks Dept., Added tax <br />burden to solve a problem that isn't there.) <br />D. Update from Carol Monette, Community Ed. Rep. School Dist. #622 <br />Carol Monette explained the mission statement of Community Ed and her role as <br />Community Ed rep to represent the views and needs of our city. <br />5. UNFINISHED BUSINESS: <br />A. Trail Grant Update <br />M/S/C John/Johnston - to direct the city administrator to work with Washington . <br />County and City of Oakdale to collectively apply for the Ice Tea Grant and <br />continue to work on the DNR Grant, if they are both allowable, so that the 10th <br />St. bicycle trail project is cost effective and feasible. (Motion carried 5-0). <br />B. Letter from Sheriff's Dept. Crime Prevention Program <br />M/S/C Johnson/Conlin - to endorse the letter from Sheriff Trudeau dated <br />January 31, 1994 on the crime prevention program with the following <br />recommendations: customize letter for Lake Elmo citizens and indicate there is <br />no charge for service. (Motion carried 5-0). <br />Gary Swanson introduced himself to the council as the assigned sergeant for <br />Lake Elmo and invited questions, problems and concerns to better open lines of <br />communication with the city. <br />
