The Planning Commission's action on <br />December 13, 1993 related only to a triangular parcel of :land <br />bordered by TH 5, CR 13, and the railroad tracks. <br />Upon review of this matter, it is recommended that the City of <br />Lake Elmo undertake a corridor study to address the issues raised <br />as part of the Joe Rogers lawsuit and to evaluate the potential <br />for alternative residential and commercial land uses in this part <br />of the City. The following is a general outline for such a <br />study. The purpose of this outline is only to provide the City <br />Council with a reasonable understanding of what a corridor study <br />may entail. <br />Purpose for the TH 5 corridor study <br />1. To analyze whether (and the types of) residential, <br />commercial or highway related land uses may be planned <br />and allowed in the project area. <br />2. <br />To provide policy and planning guidance to the City <br />Council regarding land use and development issues in <br />the project area. <br />3: <br />To provide a.mechanism for public input regarding land <br />use decisions in this part of the City. <br />4. <br />To create.a decisionmaking framework, if it becomes . <br />necessary, for the City Council to amend the <br />comprehensive plan and zoning ordinance, provide for <br />related engineering studies, and facility financing <br />methods. <br />II. <br />Time frame for the corridor study <br />1.: <br />It is anticipated that the study area could be complete <br />by July, 1994. <br />2. The time frame for the study area would be from 1994 to <br />the year 2000. This is consistent with the time frame <br />for the City's comprehensive plan. <br />
