LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 15, 1994 <br />M/S/C Conlin/Mottaz - to direct the staff to prepare an ordinance allowing the <br />site and building plan review requirement be waived by the zoning administrator <br />for accessory buildings which are estimated not to exceed a certain value. <br />(Motion carried 5-0). <br />7 CITY ATTORNEY'S REPORT: <br />A, Nuisance, declaration & abatement <br />Attorney Filla reported that Section 1501.060 and 1501.070 provides the city <br />ability to declare the site a nuisance for a number of reasons and requires the <br />property owner abate the nuisance within a certain amount of time. If he fails to <br />do so or is unable to do so, the city would undertake the abatement procedures <br />and special assess the cost against the property. <br />M/S/C Johnson/John - to declare the site in the area on 36th Street and Jamaca <br />Avenue a nuisance for a number of reasons and require the property owner <br />abate the nuisance within a certain amount of time and direct the city attorney to <br />prepare the appropriate resolution for council approval. (Motion carried 5-0). <br />8. CITY ENGINEER'S REPORT: <br />A. Water Tower Update <br />Larry Bohrer reported that all of the steel work will be completed by Wednesday, <br />and the tank will be disinfected and go back into service this weekend. <br />According to the Finance Director preliminary indications are that the insurance <br />will cover the repair. It took approx. 116 man-hours to remove all the ice in the <br />tank and will cost approx. $10,000. <br />B. Stop signs at Jamaca & Lake Jane Trail, and Jane Road & Jamaca <br />Avenue <br />M/S/C Mottaz/Conlin - to direct the Maintenance Dept. to proceed with the <br />installation of stop signs and stop ahead signs at all three legs of Lake Jane Trail <br />and Jamaca and Jamaca Avenue and Jane Road and any vegetation which <br />limits sight should be removed. (Motion carried 5-0). <br />C. Erosion Control Standards <br />M/S/C Mottaz/John - to adopt Ordinance 8092, An Ordinance adding Sections <br />502.160, 502.166 and 502.170 relating to erosion control to the Lake Elmo <br />Municipal Code. (Motion carried 5-0). <br />
