LAKE ELMO CITY COUNCIL MINUTES APRIL 5, 1994
F. Highway 5 Recommendations from Planning Commission
Mayor John reported when he talked to Don Jordan, 3M, he indicated they would
like to develop their property as a low impact business and had no urgent short
range plans. The Council requested a copy of the Limited Business ordinance
be given to Mr. Jordan.
Howard Michels' Residential Estates concept shows their property subdivided,
with two lots that are approx. 10 acres in size and six lots of approx. 2.5 to 5
acres in size. The council thought this concept would bring the lots in the Beau
Haven Subdivision more into conformance with the city's zoning ordinance and
blend in well with the portion of surrounding residential properties.
Council member Conlin indicated the Planning Commission's original suggestion
for Limited Business between Hwy 5 and the railroad tracks is appropriate and
saw no need at this time to do this broad of a study. While the council is
deciding whether or not to pursue the Highway 5 Corridor Study, they made the
following motion for the PZ to start the process.
M/S/C John/Johnston - to direct the Planning Commission to hold a public
hearing to consider a comprehensive plan amendment and to rezone the
Highway 5 corridor, north of the railroad tracks, south of State Trunk Highway 5,
between Stillwater Blvd. and Ideal Avenue, to Limited Business. (Motion carried
5-0).
G. Alternate Ag:Recommendation from Planning Commission
M/S/C Mottaz/John - to table until the Council can review the packet on the
history of Alternate Ag that was submitted to them at the meeting. (Motion
carried 5-0).
H. Stonegate:Final Plat:Phase II -Discussion
M/S/C Mottaz/John - that the council considers Jewel Avenue N., Stonegate
Phase II, as a temporary cul-de-sac for a future through street. (Motion carried
5-0).
Dorothy Lyons, Hammes Mining, pointed out they will be going to open up the
gravel pit and asked that prospective property owners be notified they will be
living adjacent to it. As far as development, this is in the long range future.
