STREET LIGHTING POLICY AND PROCEDURE - 8/6/85 <br />SECTION 1. POLICY <br />It shall be City policy to install street lights on the basis of <br />need. The determination of need shall consist primarily of factors <br />related to traffic safety, police powers or engineering factors. <br />SECTION 2. PURPOSE <br />The purpose of this policy is to establish criteria for ordering <br />street light installation; to set forth City financial responsibility; <br />and to provide guidelines as to the type and extent of Lighting programs <br />SECTION 3. INITIATION <br />PUBLIC REQUEST Property owners or residents may petition for street <br />lights. Petitions must be submitted to the City Engineer for Presen- <br />tation and consideration by the Council. 75% of the residents within <br />of the proposed <br />and agree <br />light must petition the City for the lighting <br />and agree to pay the costs of installation. <br />THE COUNCIL may provide street lighting without a request if it is, <br />in their~ estiim`ation, a matter of public safety and welfare. <br />SECTION 4. COST ALLOCATION <br />Generally, the City shall assume all electrical energy costs. <br />Where overhead lights are installed and there is no installation charge <br />by the electric utility supplier, there will be no charges passed on by <br />the City. Ornamental overheads shall be charged against property <br />owners for installation and material costs. Areas served by underground <br />service shall be charged for installation and material costs. <br />SECTION 5. LOCATIONS <br />As a general rule, only intersections are to be lit. Exceptions <br />may occur as a result of street configuration, obstructions, or other <br />features which necessitate mid -block lighting for vehicle or pedestrian <br />crossing safety. Lights provided will be in accordance with the City's <br />Engineering Standards. Street lights will be no less than 300 feet <br />apart. <br />If the residents of a specific area are desirous of a different type <br />lighting (e.g. ornamental, higher wattage bulbs, or closer spacing), <br />the City will Dover cost according to the above policy and any additional <br />costs will be paid directly by residents of the benefited area. <br />
