Financial Considerations <br />Timing <br />The above rules became effective August 1, 1992. The VBWD is currently amending its plan in <br />accordance with the above rules and hopes to have their amended plan adopted by August 1, <br />1994, The local units of government will then have until August 1, 1996 to complete their local <br />plans to conform to the overall district plan. <br />Estimates of Cost <br />The City does not have the funds to complete the local plan all at once. Nor would it be wise to <br />complete all of the plan prior to completion and approval of the VBWD plan amendment for two <br />reasons. Firstly, some of the data presented in the VBWD report is the same data required in the <br />local plan and therefore would not have to be compiled independently by the City. Secondly, <br />goals and policies of the VBWD plan should be discussed and any issues resolved first because <br />the local plan ultimately must conform to the overall plan. <br />
