4.2.2 Mud Lake Water Management Plan <br />4.2.2.1 Location and General Description <br />Mud Lake is a 40-acre lake (DNR #82-102P) located in Subwatershed LL4, in the City of <br />Oakdale, between 45th and 50th Streets North and east of Granada Avenue North. The <br />tributary watershed is 271 acres, and is comprised of Subwatersheds LL1 through LL4. All of <br />the tributary area is located within the City of Oakdale. Mud Lake is surrounded by a strip <br />of parkland but is in an otherwise rapidly developing watershed. The average depth of the <br />lake is estimated to be 4 feet. A few pockets within the lake are approximately 15 feet in depth. <br />Throughout the summer months, a profuse growth of water lilies covers the lake. A walking <br />trail follows 3/4 of the shoreline, and a dock extends out into the lake. <br />4.2.2.2 Drainage Patterns and Stormwater Issues <br />The Oakdale Surface Water Management Plan's (Oakdale plan) wetland management <br />classificationfor Mud Lake is protected wetland. The Oakdale plan lists the 100-year flood <br />elevation of Mud Lake as 995.6. The Oakdale plan also shows a proposed modification to the <br />Mud Lake outlet to achieve an outflow rate consistent with the plan. The Oakdale plan rated <br />this modification a top priority to be completed in 1991. <br />4.2.2.3 VBWD Water Quantity Management Goals <br />Stormwater management issues regarding Mud Lake are addressed in the Oakdale plan <br />and are the responsibility of the City of Oakdale. VBWD is aware of the proposed Mud Lake <br />outlet modification, but is not aware of any modifications at this time. <br />4.2.2.4 Water Quality, DNR Data, and Public Use <br />No water quality information for Mud Lake has been collected by VBWD or the City of <br />Oakdale, and no Lakeshore residues there arekmg part iri the MPCA's Citizen Lake <br />Monitoring Program. Because of its size, location, and its profuse growths of water lilies <br />throughout the summer, recreational use of the lake is limited to passive uses. Located in the <br />center of a nature preserve, the lake is used primarily for aesthetic viewing by individuals <br />visiting the nature preserve. <br />Based on its existing and desired recreational uses, Mud Lake is classified as a <br />Category V water body (wetland) in Section 3.2. More information about water quality <br />categories is available in Section 3.2. <br />4.2.2.5 VBWD Water Quality Management Goals <br />Water quality standards will be established by VBWD and implementation of the <br />standards will be the responsibility of the City of Oakdale. Since no water quality sampling <br />has been conducted on Mud Lake, the existing or potential impact of development upon the <br />lake's water quality is not known. It is anticipated that the water quality of Mud Lake will <br />further decline as development progresses. Both the City of Oakdale and VBWD are concerned <br />about the water quality of Mud Lake and the impact it may have on the water quality of <br />downstream water bodies. To minimize these adverse impacts, developers will be required to <br />use best management practices in the lake's tributary watershed. VBWD will consider <br />instituting a water quality monitoring program for Mud Lake.
