LAKE ELMO CITY COUNCIL MINUTES AUGUST 2, 1994 <br />M/S/P Mottaz/John - to schedule a joint meeting to include residents from Lake Elmo, <br />Pine Springs, Grant Township, for 7 p.m., August 24, 1994, at the Stillwater Senior High <br />School, and to print notice of meeting on front page of City's Newsletter, send press <br />release to all newspapers, including the St. Paul Paper, and to the new Stillwater radio <br />station and put an announcement on cable. (Motion passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. Street Light Request: 39th St. & Laverne, 39th St. & Lake Elmo Avenue <br />The City received a letter from Donald T. Raleigh, Lake Elmo Bank, requesting that the <br />city install street lights at the intersection of 39th Street North and County Road 17 <br />(Lake Elmo Avenue) and at the intersection of 39th Street North and Laverne Avenue. <br />This request is made out of concern for their customers, employees and the many other <br />people who regularly use 39th Street North. <br />Bohrer reported there would be an installation cost because 39th Street is an <br />underground electric service area, and there are no existing utility poles for which the <br />lights could be mounted. <br />Councilman Mottaz suggested looking into developing a lighting plan for a strip along <br />Hwy 5 from the bank, up to, and including County Road 17, which would add to the <br />safety factor and dress up the area <br />M/S/P Mottaz/John - to direct the city engineer to contact NSP and find out what the <br />installation charge would be for installing street lights at the two locations requested by <br />the Lake Elmo Bank and investigate with NSP the cost of a network lighting system <br />(Motion passed 5-0). <br />When Bohrer makes his written report in advance to the Council, he will send a copy of <br />that letter to the Lake Elmo Bank so they will know the cost estimate in order to make <br />an informed decision. The monthly cost for electricity and maintenance on a street light <br />is about $15/each per month. <br />B. Update on local surface water management plan <br />In his letter to the council, dated July 29, 1994, Larry Bohrer gave an update on the <br />Local Surface Water Management Plan. The Council approved the examples of the <br />mapping that were submitted. One of the tasks to be done for this year's budget is to <br />identify existing problem areas of the city that are going to warrant further study in <br />Phase 2. <br />M/S/P Mottaz/Conlin - to direct the City Engineer to solicit comments from Public <br />Works, administrative staff, VBWD, to assemble a list of existing problem areas that <br />(� may warrant further study and submit this to the city council. (Motion passed 5-0). <br />
