LAKE ELMO CITY COUNCIL MINUTES AUGUST 2, 1994 <br />Susan Dunn, provided a letter from the Met Council to Corps of Engineers indicating <br />the proposed project, 10th Street, is in direct conflict with existing goals and policies in <br />Lake Elmo's comprehensive plan. Insufficient justification has been presented by the <br />project proposal for the level of service provided. <br />E. Update on Rolling Hills Paving <br />Larry Bohrer reported that the second and final blacktop was placed on the road in <br />Rolling Hills and the job looks very good. Bohrer will come back to the next meeting <br />with a request for reduction in escrow. <br />F. Cracksealing Contract <br />M/S/P Mottaz/Conlin - that the Mayor be authorized to sign on behalf of the city the <br />cracksealing contract with Bergmann Companies, not to exceed $10,000, which will <br />concentrate on roads overlayed last year or newly constructed in the last few years <br />Olinger is preparing map of prioritized areas. (Motion passed 5-0). <br />Bohrer will get together with Dan Olinger to review project that would affect the budget <br />which will be discussed at the August 9, 1994 workshop. <br />8. CITY ATTORNEY'S REPORT: <br />Impounding Agreement Tabled <br />Update on impact of fill on Armstrong CUP <br />Attorney Filla updated the council that he looked at -the city's permit file and it does <br />contain incorporated site plans that established a floor elevation for the buildings that <br />were approved when the permit was originally issued. The County advised that the <br />final elevations for the exterior storage area, after the fill has been placed, will not <br />exceed and will probably be less than, the floor elevations that have already been <br />approved.. County has indicated they have no problems with the permit. Filla will report <br />back to the council at the August 16th meeting. <br />9. CITY COUNCIL REPORTS: <br />Mayor John reported: <br />On July 25 he watched the signing of the St. Croix River Tourism Alliance Articles of <br />Incorporation by Governor Tommy Thompson of Wisconsin and Governor Arnie <br />Carlson. <br />On July 27, he and the City Administrator attended a meeting with the Lake Elmo <br />Volunteer Firemen and discussed issues from equipment disposal to budgets and <br />coverage agreements between Lake Elmo and adjacent communities. Mayor John <br />recognized the resignation of Bill Eder from the Department after more than 30 years <br />voluntary service/ <br />
