LAKE ELMO CITY COUNCIL MINUTES APRIL 18, 1996 <br />Councilman Hunt reported that the Agriculture Zone committee will hold workshops on <br />Monday, April 24, at 6:00 p.m. and Tuesday, April 25, at 4:30 p.m. to discuss uses in <br />Ag zone. <br />Councilman DeLapp pointed out the City ordinance states an accessory building is <br />required to have a maximum roof height of fourteen feet. A resident would like to <br />house a motor home, but this is not possible when accessory buildings are required to <br />conform with the architecture of the principle building. DeLapp suggested that <br />restrictive heights on accessory buildings be studied by the Planning commission and <br />the new planner. <br />10. CITY ADMINISTRATOR'S REPORT: <br />A. Recommendation from Solid Waste Advisory Committee <br />Recycled Product Procurement: <br />The Solid Waste Advisory Committee recommended that the Recycled Product <br />Procurement Administrative Policy adopted by the City of Oakdale be adopted by Lake <br />Elmo. <br />M/S/P John/Hunt - to direct the staff to prepare an Administrative Policy 95-01 for <br />Recycled Product Procurement as amended (change date) for the May 2, 1995 council <br />meeting. (Motion passed 5-0). <br />Compost Stickers: <br />The Solid Waste Advisory Committee recommended that 1996 compost stickers be <br />numbered. They felt there was no accountability now, and numbering the tickets will <br />resolve that problem. The difference in the cost of the stickers is 4 cents per sticker -- <br />from 16 cents to 20 cents each which would amount to approximately $64 per year. <br />M/S/P Conlin/John - to direct the staff to have the compost stickers for 1996 numbered. <br />(Motion passed 4-1:Hunt:He didn't feel there have been problems that would warrant <br />this increase). <br />Sharing and Caring Hands: <br />The Solid Waste Advisory Committee recommended that the City incorporate into this <br />fall recycling schedule, and make a yearly program the pick up of mittens, jackets, <br />blankets, hats, etc. much as the city did last year and donated to Sharing and caring <br />Hands. The Committee further recommended that the recipient of the goods be <br />reviewed each year. <br />M/S/P Conlin/DeLapp - to accept the recommendation of the Solid Waste Committee <br />for an annual pick up of jackets, mittens, gloves, blankets, and other warm clothing <br />donated to Sharing and Caring Hands, and that the Committee coordinates this effort <br />including a recommendation of the yearly recipient of the collected goods. (Motion <br />passed 5-0). <br />
