LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1995 <br />M/S/P Conlin/Johnston - to designate Ann Terwedo as coordinator of the Design Team visit and to <br />develop an outline of issues for the City Council before we proceed to form committees. (Motion passed <br />5-0). <br />M/S/P Conlin/DeLapp - to direct the coordinator to call a meeting of all interested persons to begin setting <br />up committees. (Motion passed 5-0). <br />6. PLANNING/LAND USE & ZONING: <br />A. Purchase of a computer for City Planner <br />The City received a quote from Up Time Computer Services based on Dave Bouthilet, representative of <br />this company, putting the specs together for this computer after discussions with the County, Planner and <br />Council Member Lee Hunt. <br />M/S/P John/Hunt - to authorize the purchase of the computer package by Up Time Computer in the <br />amount of $4,119.42 and to purchase the HP1200C printer from Ameri-Data for $1,040.50; subject to the <br />City Planner's approval. (Motion passed 5-0). <br />B. Continuation:Width of Driveways <br />At the May 8, 1995 meeting, the Planning Commission recommended no change to the driveway <br />standard ordinance and that driveways be dealt with in the future, by staff, on an individual basis. <br />City Planner Terwedo provided a draft ordinance stating the width of driveways in any zoning district shall <br />provide adequate egress and ingress to the site for the safety of residents, and provide access for <br />emergency vehicles. Driveways shall be included on all site plans for new residential and commercial <br />development for review by the Building Official and City Planner. Terwedo explained that in rural areas, <br />flexibility must be given due to the topography of the site, age of house and other environmental issues <br />which play an important role in site planning. <br />Attorney Filla stated the ordinance should be specific as possible and subject to reasonable interpretation <br />to be enforceable. <br />M/S/P Hunt/Conlin - to direct the city attorney, building official, planner meet prior to the next meeting <br />review proposed ordinance and draft ordinance acceptable to them for the June 6, 1995 Council meeting. <br />(Motion passed 5-0). <br />C. Planner's Report: Preparation of 1-94 Corridor Study <br />The Metropolitan Council has given the City until January 1, 1996 to prepare a land use plan for the 1-94 <br />Corridor. This plan will provide the policy direction for future development of the area and help define <br />where municipal urban services will be provided to serve that development. <br />City Planner Terwedo stated it is extremely important that the study begin as soon as possible if the city <br />needs to have this plan done by the end of the year. Terwedo asked for council approval to prepare a <br />scope of work, timeline, and budget for the 1-94 Corridor Study. The Planning Commission will then <br />review and comment on the scope of work before it is presented for council review and approval. <br />M/S/P John/Conlin - to direct the staff to prepare a scope of work (timeline and budget) for the 1-94 <br />Corridor Study.
