LAKE ELMO CITY COUNCIL MINUTES MAY 16, 1995 4 <br />D. Mayor John's letter to Jane Harper, Washington County <br />M/S/P Hunt/Del-app - to direct the City Administrator to write a letter to Jane Harper, Washington County <br />stating the Lake Elmo City Council fully endorses comments made in Mayor John's letter dated May 5, <br />1995 concerning comments on the Washington County's Comprehensive Plan. (Motion passed 5-0). <br />7. CITY ENGINEER'S REPORT: <br />A. Presentation of Feasibility Study Section 33 Sewer/Water <br />Larry Bohrer presented a feasibility report on the Sanitary Sewer & Water Services for SE 1/4 of Section <br />33 along with upgrading the system to provide for potential expansion of the Municipal Urban Service <br />Area for an additional 280 acres. <br />M/S/P John/Johnston - to accept the feasibility report for Sanitary Sewer & Water Services for SE 1/4 of <br />Section 33 along with upgrading the system to provide for potential expansion of the Municipal Urban <br />Service Area for an additional 280 acres, and this report transmitted to Northland Company for their <br />Information and depending upon their favorable response to direct the staff to call a public hearing for <br />consideration of the extension of sanitary sewer/water for the June 6, 1995 or June 20, 1995 council <br />meeting. (Motion passed 5-0). <br />Attorney Filla had discussed the feasibility report with Larry Bohrer and concluded that for public <br />improvement projects the city adopt a resolution accepting the feasibility report and calling a public <br />hearing as opposed to a motion. A copy of the feasibility report will be sent with the public hearing notice <br />to the property owners. <br />M/S/P John/Johnston - to adopt Resolution 95-39 accepting the feasibility report providing sanitary sewer <br />and water services for the SE 1/4 of Section 33 along with upgrading the system to provide for potential <br />{ expansion of the Municipal Urban Service Area for an additional 280 acres and calling a public hearing for <br />June 6, 1995 or June 20, 1995 depending upon the timely response from Northland Company. (Motion <br />passed 5-0). <br />B. 36th/37th Street Drainage <br />Larry Bohrer provided a letter to the Council, dated May 15, 1995, explaining there has been an ongoing <br />drainage problem in the 36th Street, 37th Street and Irwin Avenue area. There is no overland outlet for <br />the water. In the spring, ponded water will flood the basements and septic systems of the Boche house <br />on 37th Street and the Strege house on 36th Street. <br />On Friday May 5, Bohrer met with the neighborhood residents to discuss the problem and possible <br />solutions. There are three separate problems. <br />The first problem, that there is no outlet to the area, is addressed by the construction of a new culvert <br />running from the VBWD manhole in the intersection of 36th Street and Irwin Avenue to the ditch on the <br />north side of 36thStreet. This solution was approved by the VBWD and is included as a project in our <br />1995 overlays. The cost of this work was bid at $3,500. <br />The second problem area is the high spot across Ray Boche's yard which prevents flow between the <br />culverts. This high spot occurs over this drainfield and may have been caused by fill being placed over <br />the field when it was built in 1975. It is not feasible to grade his proper to drain because of the shallow <br />drainfield lines. Two solutions are possible: <br />A. Construct a storm sewer pipe from the low point on 37th Street to the Valley Branch manhole north <br />of 37th Street. Estimated cost of this improvement is $10,000. <br />
