Memo <br />To: City Council <br />From: Ann Pung-Terwedo <br />RE: Cluster Land Use Policy <br />Date: August 29,1995 <br />Background: Last evening, the City Council and Planning Commission had a very productive <br />meeting discussing the cluster concept. The Pros and Cons were clearly outlined as to whether or <br />not the city should approach this type of land use policy. Since you attended that meeting, I <br />assume you have additional questions and general concerns about pursuing this type of <br />development concept. However, I got the impression that there was a positive response to the <br />broad idea of the clustering. The density issue is the biggest hurdle which will need to be resolved. <br />The meeting adjourned before I got a clear direction as to whether or not the city would like to <br />further pursue the clustering concept. The comprehensive plan will need to be amended and <br />subsequent regulations adopted in order to proceed. I am looking for direction from you so I can <br />begin preparing the necessary city policies and regulations. I realize that much of the technical <br />issues still need to be debated but it may be appropriate to prepare the policies and regulations in <br />a written form so the City Council and Planning Commission has something to review, debate and <br />maybe agree upon. <br />
