LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 7, 1995 <br />Comprehensive Plan regarding agricultural development and residential development. These policies will <br />1, need to be revised if the City wishes to pursue this type of residential land use pattern. A draft <br />Agriculture/Open Space Preservation and Development Overlay District was submitted to the Council. <br />The Planning Commission would like the overall density of these developments not to exceed the existing <br />density of the present RE density (6 per 20). They also had a concern about the minimum lot size <br />allowable and lot width for single family homes. As part of the Minnesota Design Team <br />recommendations, a living pattern (development) chart was developed which outlined certain residential <br />development patterns. This may be a framework for the Comprehensive Plan Amendment and provide a <br />basis for the density patterns in the open space ordinance. <br />M/S/P Conlin/Johnston - to direct the Planning Commission to hold a public hearing on November 27, <br />1995 for adoption of an ordinance establishing a Residential Development Moratorium which would <br />prohibit the creation of any new residential lots within the City for a period of six months. (Motion passed <br />4-0). <br />M/S/P Johnston/DeLapp - to direct the Planner to submit proposals to architects to illustrate graphic <br />design for a comprehensive plan amendment for open spacelclustering concept. (Motion passed 4-0). <br />D. Ordinance amending Section 1002.060 of the Lake Elmo Code relating to Temporary Parking <br />Permits <br />The City received a request for temporary parking permits to cover an in -home yearly Boutique which <br />runs from October 27 to November 12 for a total of 13 days. It was the intention of the Council to allow <br />no more than a one day special event, such as a wedding, graduation, Christmas get-together or similar <br />type function, but the ordinance was broadly written Administrator Kueffner proposed an amendment that <br />would allow temporary permits --up to two events per calendar year, for a period of time not to exceed 24 <br />hours per event. <br />M/S/P Johnston/DeLapp - to table in order for Individual council members phone in their comments into <br />staff and come back with a recommendation on an ordinance relating to temporary parking permits. <br />(Motion passed 4-0). <br />E. Update on 1-94 Corridor Study <br />Planner Terwedo reported the 1-94 Corridor Task Force will meet on Wednesday November 15, 4:30 <br />p.m., at City Hall. The Task Force will review the following: work program; existing land use policies from <br />comprehensive plan, future land use map and zoning map; survey response and existing businesses in <br />the study area. <br />F. Verbal Recommendation from Lake Elmo Business Assoc. <br />Administrator Kueffner reported the Lake Elmo Business Assoc. recommended that a similar Task Force <br />to 1-94 be set up for the Old Village. <br />M/S/P John/Johnston - to designate a Task Force to work on a study for the Old Village area and Lake <br />Elmo City Center following recommendations of the Design Team. (Motion passed 4-0). <br />This task force will be advertised in the city newsletter for anyone who wants to volunteer on this Task <br />Force. <br />
