LAKE ELMO CITY COUNCIL MINUTES JANUARY 2, 1996 4 <br />D. Resolution 96-1 Authorizing Signatures for Payment of Funds from Lake Elmo Bank <br />M/S/P Hunt/Johnston - to adopt Resolution No. 96-1, A Resolution Designating Official City Depository, <br />and Authorizing Signatures for Payment of Funds from Lake Elmo Bank. (Motion passed 5-0). <br />E. Appointment of City Engineer <br />Administrator Kueffner reported there are no increases proposed by TKDA, but she believes there is an <br />inequity in what we pay for Mr. Bohrer's attendance at our meetings compared to other consultants. To <br />close the gap between other consultants who attend our meetings, Kueffner recommended that the City <br />increase Larry Bohrer's. meeting attendance compensation to $120 from the $75 per meeting he is now <br />paid. Council member Del-app viewed the engineer's position at a meeting as, partially, a marketing <br />position that is indirectly covered by the percentage of costs incurred on an assigned consulting project or <br />any City ordered engineering project. <br />M/S/P Hunt/Johnston - to appoint Larry Bohrer, TKDA, as City's Consulting Engineer for 1996 at his <br />current rate schedule with an increase to $100 for attendance at each meeting and include the terms of <br />his presence from the beginning of the council meeting (Public Inquiries and Planning and Zoning) <br />through the City Engineer's report. If there are no engineering matters after this report, then he will be <br />excused. (Motion passed 4-1:Conlin felt that it is her responsibility to the City and its budget to stay at <br />$75 per meeting and have the City Engineer's report earlier in the meeting. This is no reflection on Larry <br />Bohrer as she holds him in high regard.) <br />F. Appointment of City Attorney <br />M/S/P Hunt/Johnston - to appoint Jerry Filla of Peterson, Fram & Bergman as the Lake Elmo City <br />Attorney for civil and criminal matters for 1996 at the rate established in 1995.. (Motion passed 5-0).. <br />G. Appointment of Financial Consultant <br />M/S/P Hunt/Johnston - to appoint Springsted Company as the City's Financial Consultant for 1996. <br />(Motion passed 5-0). <br />H. Appointments to Planning Commission <br />M/S/P Hunt/Johnston - to appoint Margaret Carlson, Roger Colombo and Jeff Berg to three year terms on <br />the Planning Commission from 1/96 through 12198 and to move Tom P. Armstrong to First Alternate and <br />to direct the staff to advertise the Second Alternate position in the City Newsletter. (Motion passed 5-0). <br />I. Appointments to Parks Commission <br />M/S/P Hunt/Johnston - to appoint Randy Wagner and Karen Leach to three year terms on the Parks <br />Commission. Their terms will commence 1/96 and expire 12/31/98. (Motion passed 5-0). <br />J. Appointments to Community Education Advisory Boards: School District 834, 832 and 622 <br />Nancy Hansen has been the City's School District #834 Community Education representative for several <br />years and would again like to be appointed to that position. Carol Monette was the City's representative <br />to School District #622 Community Education Board, but does not wish to be reappointed to that position <br />since she now serves on the City's Planning Commission. We do not have a representative on the #832 <br />Advisory Board. <br />M/S/P Hunt/Johnston - to appoint Nancy Hansen as the City's representative to School District 834 <br />Community Education Advisory Board. (Motion passed 5-0). <br />
