LAKE ELMO CITY COUNCIL MINUTES APRIL 16, 1996 <br />Fairgrounds. Kueffner will look into the possibility of working with a waste hauler for a clean-up day to be <br />held at the Washington County Fairgrounds. <br />M/S/P DeLapp/Conlin - to direct the City Administrator to look into the possibility of using the Washington <br />County Fairgrounds as an alternative site for Clean -Up Day. (Motion passed 5-0). <br />6. CITY ENGINEER'S REPORT: <br />A. Road Utility <br />Mayor John had suggested that the feasibility of establishing a transportation utility be studied. In Larry <br />Bohrer's report dated April 12,1996, it first must be determined if the City has the authority in law to <br />establish a transportation utility or if additional legislation is necessary. Once the City's authority has <br />been established, then the mechanics of determining the fee structure can be discussed. <br />The Council suggested the staff send an inquiry and express our interest and support in aid of legislation. <br />Suggestions were made to draft a 10 year plan for street reconstruction, insert in newsletter notification in <br />advance which roads need to be fixed, and send a letter to property owners to be assessed so they can <br />prepare for payment in advance. The Council will look at options and come back with recommendations. <br />This item will be brought back when appropriate for discussion. <br />B. Assessment Hearing for County Road 13 Reconstruction <br />If the City wishes to assess any portion of the City's share for reconstruction, then an improvement <br />hearing is necessary to assess property owners along County Road 13 a portion of the reconstruction <br />costs for the project. Larry Bohrer suggested that he bring to the Council on May 7th two alternatives, <br />minimum City participation assessment and maximum City participation assessment and see how the <br />rates vary. The Council could then give instructions on how to present the improvement at the hearing of <br />May 21 st. <br />M/S/P Hunt/DeLapp - to direct Larry Bohrer to prepare the minimum City participation assessment and <br />maximum City participation assessment proposal for reconstruction of County Road 13 to be presented <br />at the May 7th Council meeting for discussion. (Motion passed 5-0). <br />7. PARKS/MAINTENANCE: <br />A. Request for approval of summer help <br />Park Supervisor, Mike Bouthilet, asked for Council approval of re -hiring Bill Leary at $6 per hour to assist <br />him in the Parks. Mr. Leary would start April 22 and work through September, weather permitting. <br />Money was budgeted for summer part-time park worker to cover this expense. <br />M/S/P DeLapp/Johnston - to approve the hiring of Bill Leary at $6 per hour for work in the Parks <br />Department under the supervision of Mike Bouthilet from April 22 through September, 1996. (Motion <br />passed 5-0). <br />8. PLANNING, LAND USE & ZONING: <br />A. Ordinance 8133, Excavating and Grading <br />As directed by the City Council, the grading and excavating ordinance has been modified to reflect the <br />recommendations made by the Council and City Attorney. These included: 1) A grading permit shall be <br />issued for moving 50 cubic yards of material., 2) A public hearing is required for the moving of 400 cubic <br />yards of material, and 3) Grading permits which require administrative review may be approved by the <br />City Administrator upon recommendation of the City Planner and City Engineer. <br />
