LAKE ELMO CITY COUNCIL MINUTES JULY 16, 1996 <br />M/S/P Conlin/Hunt - to appoint Timothy Mandel, 2479 Lisbon Avenue as Second Alternate on the <br />Planning Commission based on the fact that Mr. Mandel's application was received January 29, 1996 <br />over Kevin Herber's application dated April 18, 1996 and that Kevin Herber's application be kept active <br />pending the results of the City's inquiries to the two commissioners be brought back to the Council and <br />then consider appointment of Kevin Herber to the Planning Commission. (Motion passed 5-0). <br />5. FINANCE DEPARTMENT: <br />A Resolution authorizing issuance and sale of $650,000 General Obligation Temporary Improvement <br />Bonds, Series 1996A (continued from July 2, 1996) <br />Paul Donna, Springsted, reviewed the terms of proposal by the City to authorize Springsted Incorporated <br />to negotiate the sale of $650,000 General Obligation Temporary Improvement Bonds, Series 1996A for <br />sewer installation in the portion of Section 33 now In the MUSA. <br />M/S/P Conlir✓Johnston - to adopt Resolution No. 96-15, A resolution authorizing issuance and sale of <br />$650,000 General Obligation Temporary Improvement Bonds, Series 1996A for sewer installation in the <br />portion of Section 33 now in the MUSA. (Motion passed 5-0). <br />6. PARKS/MAINTENANCE: <br />A. CIP Report - Bud Talcott, Maintenance advisory Committee <br />Bud Talcott, Maintenance Advisory Committee, provided the Council with a copy of their 1996 Capital <br />Equipment CIP Report for the Maintenance, Fire and Parks Departments. <br />M/S/P Hunt/Johnston - that the City accept the 1996 Capital Equipment CIP Report from the <br />Maintenance Advisory Committee and direct the City Administrator to send a letter of commendation to <br />the MAC recognizing their efforts that have gone into this report. (Motion passed 5-0). <br />B. Update on Maintenance Facility <br />City Planner Terwedo explained the MAC/Council have been meeting on a regular basis developing <br />parameters for the size and internal functions of the new maintenance facility. The Council received two <br />building elevations along with the most recent site plan. The Citizens Building Committee discussed the <br />design elements of the building and site. No final decision was made, but the landscape plan, building <br />elevations, architectural details, material color, and costs were discussed in detail. <br />7. CITY ENGINEER'S REPORT: <br />A. Introduction of Dick Sobiech, TKDA <br />Dick Sobiech, TKDA, introduced himself as the replacement of John Davidson, Manager of Municipal <br />Operations. Larry Bohrer will be promoted to Assistant Department Manager and Tom Prew, who has <br />assisted Larry in serving Lake Elmo for 10 years, will now be the City's consulting engineer. <br />The Council congratulated Larry Bohrer's advancement and thanked Larry for 18 years of thorough, <br />conscientious, and dedicated service which made the Council's job easier. <br />B. Discussion on Community Water Supply Plan <br />Larry Bohrer presented and reviewed the first section of the Community Water Supply Plan, dated July <br />1996, which deals with the historical (water supply plan, emergency plan, and water conservation plan) <br />water use data. This is an update and no Council action was needed. <br />
