LAKE ELMO CITY COUNCIL MINUTES JULY 16, 1996 4 <br />C. Additional MSA Street Designation <br />The Council received a letter from Larry Bohrer, dated July 12, 1996, indicating several miles of new <br />residential streets have been added to the City's street system because of new development. The City <br />now has 1.17 additional miles that can be designated MSA. One of the goals of the MSA system in the <br />City was to eliminate gravel roads. Bohrer nominated two road segments for MSA status: Kimbro <br />Avenue and 50th Street from 47th Street to CSAH17 (0.73 miles) and 50th Street from CSAH 17 to TH5 <br />(1.22 miles). <br />The first segment could be designated without restriction, but the second segment is 0.05 miles longer <br />than currently available to the City. The State Aid Division could waive this slight. difference in mileage. <br />When this area, the easterly portion of 50th Street from the old City limits to Highway 5, was annexed <br />from Baytown Township, the north line of the annexation went to the center of 50th Street. MSA rules <br />require the entire right-of-way to be within the corporate limits of the City. Bohrer asked if the Council <br />would like to proceed with the second segment, an inquiry would be made to the Baytown Township <br />supervisors to see if there would be an objection to annexing the northerly portion of the 50th Street right- <br />of-way. <br />Council member Hunt fell the City should contact the local residents to see what their interest is in <br />designating the road to MSA standards and the staff should contact the Baytown Township supervisors <br />for their view to annexing the northern portion of the eastern end of 50th Street. Council member DeLapp <br />asked that the engineer review the rural design standards as established by Washington County in <br />relation to this road. <br />M/S/P Hunt/Johnston - to direct the City Engineer to put together a letter to be mailed to the affected <br />residents with details and approximate total costs and potential involvement of the residents for this <br />project, contact Baytown Township supervisors to see N there would be an objection to annexing the <br />northerly portion of the 50th Street right-of-way, and that the City Engineer investigate the scenic <br />roadway standards (road width, landscaping, trail along side, possibly to the high school) as established <br />by Washington County and see if these standards are applicable to this road. (Motion passed 5-0). <br />D. Curb request at 8312 Deer Pond Trail <br />At the direction of City staff, Tom Prew reviewed the request for the City to construct bituminous curb at <br />8312 Deer Pond Trail. This property is at the top of the hill so there is no erosion problem. The yard <br />comes out flush or slightly lower than the street. The request was made because the property owner <br />wished to relandscape his yard. Estimated cost of this bituminous curb is $500. This is in addition to the <br />longer term maintenance cost. The City generally places curb on a street to control erosion on a steep <br />slope or to minimize the cut necessary when the boulevard is higher than the road. Since there is no <br />need from the City's perspective to construct a curb at 8312 Deer Pond Trail, the City Engineer <br />recommended against it. <br />M/S/P Hunt/Conlin - to direct the staff to send a letter along with the City Engineer's report to Peter <br />Heiden, 8312 Deer Pond Trail, explaining that the Council has reviewed the report from TKDA and at this <br />time the City supports the recommendation of the engineer that there is no public benefit to construct a <br />curb and if the applicant feels otherwise he should reapproach the Council. (Motion passed 5-0). <br />E. 1996 Pavement Preservation Project - Lake Elmo Avenue <br />The City received a letter from Chris Thornton, Washington County Design Coordinator, indicating the <br />County has construction plans for the pavement preservation project on Lake Elmo Avenue between 10th <br />Street and TH5. The project will begin in late August or early September. The County would like to <br />coordinate any City improvement that may be needed with the pavement preservation project. Also <br />included were plans for the pavement preservation project on Manning Avenue. <br />
