LAKE ELMO CITY COUNCIL MINUTES JULY 16, 1996 <br />M/S/P Hunt/Del.app - to direct the staff to send a letter to Chris Thornton, Washington County Public <br />Works, requesting that the County Road 17 pavement preservation project be postponed until 1997 <br />because of the impact of the already closed County Road 13 for reconstruction and also the fact that <br />Lake Elmo may wish to install water mains along Lake Elmo Avenue which will go through the same right- <br />of-way, but this should not be precluded for patching. (Motion passed 5-0). <br />F. Section 700 of Lake Elmo Municipal Cade <br />City Engineer Larry Bohrer encouraged the Council to limit drainflekis to 5,000 gallons of daily flow, <br />accommodating 6-8 homes each, with a minimum of 500 feet between drainfield borders. The proposed <br />5,000 gallons per day recommendation was based on conversations he had with Dave Gustafson, a <br />literature search which found no more current regulations than the 1983 MPCA regulations, and on his <br />own expertise and knowledge on designing septic systems with an understanding of a difference in <br />behavior that exists between large drainfields and smaller systems, that had not yet been recognized in <br />the state code. Bohrer felt clustering is new to this area so the City needs to proceed cautiously. <br />The City received a letter from Robert Engstrom, dated July 16, 1996, stating his concern that the <br />Section 700.03, Subd. 1, D requirement for 500' from any other active drainfiaid is a design impediment <br />and based on discussion with practitioners an unnecessary constraint. Not all community systems will be <br />large systems. Some might service only two or three residential units. <br />Bob White, owns 50 acres off of Keats and Hwy 36, fell he is getting one road block after another <br />because he has designed his development to meet the state code allowing 10,000 gallons per day <br />system. The City changed the code to 5,000 gallons of daily flow with a minimum of 500 feet between <br />field borders and made it more restrictive. White agreed with Mr. Engstrom that some type of graduation <br />separation distance could be developed. <br />M/S/P John/Johnston - to postpone this aspect for discussion until the August 6th council meeting. <br />(Motion passed 5-0). <br />M/S/P Del-app/Hunt - to support Larry Bohrer working with other experts to further refine the policy on <br />this if indeed it is appropriate in terms of separation and conditions of separations from the systems and <br />direct the engineer to research Section 700.03, Subd Did, graduate systems based on size and report <br />back at the next council meeting. (Motion passed 5-0). <br />G. Progress Report on Section 33 <br />Larry Bohrer reported no problems are foreseen and the project completion date is September 30, 1996. <br />Bohrer suggested an increase in sizing of doors in the lift station not to exceed a cost of $700.00 which <br />does fit in the allocated budget. <br />M/S/P Hunt/Johnston - to approve the larger access doors in the lift station as presented by the City <br />Engineer at a cost of $700 which does fit in the allocated budget for this project. (Motion passed 5-0) <br />H. Olson Lake Outlet Project <br />Larry Bohrer reported that the Olson Lake Outlet Project is going slower than anticipated with a <br />completion date now in September. The Council voiced their concern that Lake Jane Trail gets paved <br />before school starts. <br />M/S/P HunUDeLapp - to direct the staff to communicate with VBWD the City's concerns on the extended <br />time length of the Olson Lake Outlet project and that Lake Jane Trail be repaved after laying of pipe <br />before school starts. (Motion passed 5-0). <br />
